We reaffirm our strong commitment to a diplomatic resolution of the Iranian nuclear issue and welcome the efforts by the E3+3, led by High Representative Ashton, and Iran to negotiate a comprehensive solution that provides confidence in the exclusively peaceful nature of Iran's nuclear programme.

Stresses the leading diplomatic role played by the EU with regard to the Iranian nuclear programme, which not only involves the High Representative speaking on behalf of the EU and the EU3 (France, Germany and the United Kingdom), but also the United States, Russia and China bringing together different interests and approaches in pursuit of a common goal; reaffirms that the proliferation risks attaching to the Iranian nuclear programme remain a source of serious concern to the EU and the international community; highlights in this regard its resolution of 31 January 2008 on Iran (6) and supports the UN Security Council's Resolution 1803 (2008) of 3 March 2008 as well as the offer made to Iran by the EU3 and by the United States, Russia and China concerning the peaceful use of nuclear energy, political and economic cooperation, energy partnership, agriculture, environment and infrastructure, civil aviation, and development cooperation in the fields of economic, social and humanitarian aid;
souligne le rôle diplomatique prépondérant joué par l’Union en ce qui concerne le programme nucléaire iranien, qui associe non seulement le Haut représentant parlant au nom de l’Union et de l’UE-3 (France, Allemagne et Royaume-Uni), mais aussi les États-Unis, la Russie et la Chine réunissant différents intérêts et approches dans la poursuite d’un objectif commun; réaffirme que les risques de prolifération liés au programme nucléaire iranien demeurent une source de grave préoccupation pour l’Union et la communauté internationale; rappelle à cet égard sa résolution du 31 janvier 2008 sur l’Iran (6) et soutient la résolution 1803 (2008) du Conseil de sécurité des Nations unies du 3 mars 2008, ainsi que l’offre faite à l’Iran par l’UE-3 et les États-Unis, la Russie et la Chine au sujet de l’utilisation pacifique de l’énergie nucléaire, de la coopération politique et économique, du partenariat énergétique, de l’agriculture, de l’environnement et des infrastructures, de l’aviation civile, de la coopération au développement dans les domaines économique, social et de l’aide humanitaire.

29. Calls on Iran to reaffirm its commitment to the NPT and to make permanent its decision to suspend uranium enrichment, thus providing lasting confidence in the peaceful nature of Iran's intentions and paving the way for a cooperative partnership between the EU and Iran; insists that negotiations on a Trade and Cooperation Agreement should be linked to a satisfactory conclusion to the nuclear issue and the establishment of reassuring verification measures;
29. invite l'Iran à réaffirmer son engagement envers le TNP et à rendre permanente sa décision de suspendre l'enrichissement de l'uranium, créant ainsi une confiance durable dans la nature pacifique de ses intentions et préparant un partenariat fondé sur la coopération entre l'Union et l'Iran; insiste pour que les négociations sur un accord commercial et de coopération soient envisagées en parallèle avec une solution satisfaisante à la question nucléaire et l'établissement de mesures de vérification rassurantes;

13. Calls on Iran to reaffirm its commitment to the NPT and make permanent its decision to suspend uranium enrichment, thus providing lasting confidence in the peaceful nature of Iran's intentions and paving the way for a cooperative partnership between the EU and Iran; insists that the negotiations on a Trade and Cooperation Agreement cannot be completed unless the peaceful nature of Iran's nuclear programme has been fully verified;
13. invite l'Iran à réaffirmer son engagement envers le traité de non-prolifération et à rendre permanente sa décision de suspendre l'enrichissement de l'uranium, créant ainsi une confiance durable dans la nature pacifique de ses intentions et préparant un partenariat fondé sur la coopération entre l'Union européenne et l'Iran; insiste pour que les négociations sur un accord commercial et de coopération ne soit pas finalisées aussi longtemps que la nature pacifique du programme nucléaire de l'Iran n'aura pas été dûment vérifiée;

E. restating its continued support for the process of reform in Iran and reaffirming once again its willingness to strengthen political and economic relations between EU and Iran,

The Council reaffirms that greater respect for human rights in Iran is essential for progress in EU/Iran relations.

In his meeting with Mr. Rushdie, Mr. van den Broek recalled that the Edinburgh European Council had reaffirmed its belief in maintaining a critical dialogue with Iran, and declared that improvements in human rights and the lifting of the fatwa against Salman Rushdie are important in determining the quality of relations with Iran.
