Definition: The common themes that are shared by dissociative or conversion disorders are a partial or complete loss of the normal integration between memories of the past, awareness of identity and immediate sensations, and control of bodily movements. All types of dissociative disorders tend to remit after a few weeks or months, particularly if their onset is associated with a traumatic life event. More chronic disorders, particularly paralyses and anaesthesias, may develop if the onset is associated with insoluble problems or interpersonal difficulties. These disorders have previously been classified as various types of conversion hysteria . They are presumed to be psychogenic in origin, being associated closely in time with traumatic events, insoluble and intolerable problems, or disturbed relationships. The symptoms often represent the patient's concept of how a physical illness would be manifest. Medical examination and investigation do not reveal the presence of any known physical or neurological disorder. In addition, there is evidence that the loss of function is an expression of emotional conflicts or needs. The symptoms may develop in close relationship to psychological stress, and often appear suddenly. Only disorders of physical functions normally under voluntary control and loss of sensations are included here. Disorders involving pain and other complex physical sensations mediated by the autonomic nervous system are classified under somatization disorder (F45.0). Définition: Les divers troubles dissociatifs (ou de conversion) ont en commun une perte partielle ou complète des fonctions normales d'intégration des souvenirs, de la conscience de l'identité ou des sensations immédiates et du contrôle des mouvements corporels. Toutes les variétés de troubles dissociatifs ont tendance à disparaître après quelques semaines ou mois, en particulier quand leur survenue est associée à un événement traumatique. L'évolution peut également se faire vers des troubles plus chroniques, en particulier des paralysies et des anesthésies, quand la survenue du trouble est liée à des problèmes ou des difficultés interpersonnelles insolubles. Dans le passé, ces troubles ont été classés comme divers types d'hystérie de conversion . The European Commission is supporting vulnerable refugees in Turkey who have fled violence in both Syria and Iraq, in particular refugees living outside of camps.

Urges the Commission to inform Parliament, and in particular its Committee on Budgetary Control at its meeting of 16 July 2007, about the use of the funds allocated to Iraq, in particular via the International Reconstruction Fund Facility for Iraq (IRFFI), and reminds the Commission of the priorities of its Communication of 7 June 2006 (COM(2006)0283), which included (1) support to a democratic government, (2) security reinforcement on the basis of the rule of law and the promotion of a culture of respect for human rights; recalls that it considers it as an extreme emergency, and urged in its abovementioned resolution of 15 February 2007, that a significant part of the EU budget earmarked for programmes with Iraq be allocated for the refugees; this presentation should include an exact breakdown by activity type and budgeted, committed and paid activities identifying also clearly programmes dedicated to Iraqi refugees and IDPs;

* An equal interest in helping to promote economic growth and diversification, reduce poverty and unemployment and improved living standards for the Iraqi population. A functioning, competitive and diversified market economy, the reconstruction of Iraq's infrastructure, particularly the inter-connection of Iraq's transport network with the pan-European transport corridors, and Iraq's economic integration into its region will help improve the distribution of wealth in the country, reduce Iraq's susceptibility to external shocks and develop the potential for mutually beneficial EU-Iraq trade and investment, human and cultural ties. Stability and greater prosperity should also facilitate the voluntary return of Iraqi refugees in Europe, strengthening social and professional ties between EU countries and Iraq.

On-going implementation of humanitarian and reconstruction assistance. The EC assistance strategy in 2003/04 focuses on monitoring the situation in Iraq, responding to new emergency humanitarian needs as they arise, providing rapid additional resources for Iraq's reconstruction, with a particular emphasis on creating employment, and supporting the development of a multilateral framework under the auspices of the United Nations and the International Financial Institutions.
