L. whereas on 11 August 2014 Iraq’s Shia Deputy Speaker of Parliament, Haidar al-Abadi, was asked to form a new government to include leaders from all religious, ethnic and political factions; whereas the move was initially rejected by Nouri Maliki, but finally he agreed to step down; whereas Iraqi Sunni tribal sheikhs and clerics offered Abadi conditional support;
L. considérant que, le 11 août 2014, le vice-président chiite du parlement iraquien, Haïder al-Abadi, a été chargé de former un nouveau gouvernement incluant les dirigeants de toutes les factions religieuses, ethniques et politiques; que cette démarche avait été initialement rejetée par Nouri Al-Maliki, qui a fini par démissionner; que les chefs tribaux et religieux sunnites d'Iraq ont accordé à Abadi un soutien conditionnel;

Stresses the need for the Iraqi Government to promote the sharing of political responsibilities, power and oil profits in an inclusive manner, which should encompass all religious and ethnic communities in that country and, specifically, the Sunni minorities; calls for this to be made an essential condition for implementation of the Partnership and Cooperation Agreement between the EU and Iraq; calls on the Iraqi Government to provide protection for ethnic and religious minorities without delay, to prevent Shia militias from exercising violence against Sunni minorities and to provide refugees who have fled ISIS terror with safe havens and essential aid; notes the agreement reached by the Government of Iraq and the Kurdistan Regional Government of Iraq (KRG) and urges its full implementation, and calls on Iraq to fully respect the financial entitlements of the KRG, as provided for in the constitution; stresses the importance, and encourages further enhancement, of cooperation between Baghdad and Erbil, for the security and economic prosperity of Iraq and the region; calls on the EU to contribute to the political, administrative and military capacity building of the Iraqi Government in particular in order to address the challenges posed by the social and economic crisis and the insufficient protection of human rights;

J. whereas, in addition to territorial tensions, northern Iraq is also a target for seemingly sectarian attacks in which the Shi’ite population is frequently targeted by Sunni groups; whereas on 31 December 2012, 39 pilgrims were killed during the Shia festival of Arba’een; whereas on 23 January 2013, an attack on a Shia mosque in Tuz Khurmatu – a town in the Nineveh Province in northern Iraq, which is disputed territory between the government of Iraq and the regional government of Kurdistan and which has a significant Turkmen population – left at least 42 dead and 117 injured;
