18. Regrets, however, that Pakistan has consistently failed to fulfil its obligations to introduce meaningful and representative democratic structures in AJK; notes in particular the continuing absence of Kashmiri representation in the Pakistan National Assembly, the fact that AJK is governed through the Ministry of Kashmir Affairs in Islamabad, that Pakistan officials dominate the Kashmir Council and that the Chief Secretary, the Inspector-General of Police, the Accountant-General and the Finance Secretary are all from Pakistan; disapproves of the provision in the 1974 Interim Constitution which forbids any political activity that is not in accordance with the doctrine of Jammu and Kashmir as part of Pakistan and obliges any candidate for a parliamentary seat in AJK to sign a declaration of loyalty to that effect; is concerned that the Gilgit-Baltistan region enjoys no form of democratic representation whatsoever; furthermore, draws attention to the fact that the Government of Pakistan's 1961 Jammu and Kashmir (Administration of Property) Ordinance transferred the land controlled by Pakistan and which belonged to the State of Jammu and Kashmir on 15 August 1947 to the Federal Government;
18. déplore toutefois que le Pakistan ait constamment manqué à ses obligations concernant l'instauration de structures démocratiques sérieuses et représentatives dans l'Azad Jammu-et-Cachemire; constate en particulier qu'il n'y a toujours pas de représentation cachemirie à l'Assemblée nationale pakistanaise, que l'Azad Jammu-et-Cachemire est gouverné par le ministère des Affaires cachemiries à Islamabad, que des fonctionnaires pakistanais dominent le Conseil du Cachemire, et que le Secrétaire général, l'inspecteur général de la police, le trésorier général et le Secrétaire aux finances sont tous Pakistanais; désapprouve la disposition de la Constitution intérimaire de 1974 qui interdit toute activité politique non conforme à la doctrine de l'appartenance du Jammu-et-Cachemire au Pakistan et qui oblige tout candidat à un siège au parlement de l'Azad Jammu-et-Cachemire à signer une déclaration de loyauté à cet effet; est préoccupé par le fait que la région du Gilgit-Baltisan ne jouisse d'aucune représentation démocratique quelle qu'elle soit; attire en plus l'attention sur le fait qu'une ordonnance du gouvernement pakistanais de 1961 (Jammu and Kashmir (Administration of Property) Ordinance) a transféré au gouvernement fédéral le territoire contrôlé par le Pakistan qui, le 15 août 1947, faisait partie de l'État de Jammu-et-Cachemire;
