L. whereas, in lack of an effective EU control mechanism, Israeli settlement products continue to arrive on the European market under preferential treatment; whereas the European Parliament, in its resolution on the proposal for a Council decision on the conclusion of the regional Convention on pan-Euro-Mediterranean preferential rules of origin of 16 February 2012, expressed its serious concern about the practices employed by certain companies in exploiting the terms of the EU-Israel Association Agreement by exporting goods produced in the occupied Palestinian Territory to the European market under preferential treatment, noted that the solutions offered by the relating technical arrangement between the EU and Israel were not satisfactory in this regard, considered that a simple, efficient and reliable mechanism to replace this arrangement should be agreed with Israel, urged however Member States to ensure that their customs authorities effectively apply the existing technical arrangement, and invited the Commission to put forward new proposals and to work together with the European Parliament to find a solution to this abuse of preferential access to the Union’s internal market;

I would end by saying that I would urge the government to work with its closest allies, United States and Israel, and use our influence to urge them to sign this treaty and urge them not to use these weapons, so that Canadians can once again reassert our respected, peaceful, and responsible position on the world stage, as Canadians want.

Strongly encourages the EEAS, the Commission and the EU Member States to support implementation of ICC decisions and cooperation with the Court during enlargement negotiations and in accession processes, as well as at all EU summits and dialogues with non-EU countries, including the United States, China, Russia, the African Union and Israel; urges in particular the Council and the Commission to ensure that justice is an integral element in all peace negotiations; calls on the EEAS to pursue systematically the inclusion of an ICC clause in related agreements with non-EU countries; calls on the High Representative to ensure the ICC is mainstreamed across EU foreign policy priorities and is included in the mandate of EU Special Representatives, as appropriate, and, furthermore, to ensure that EEAS staff are regularly trained on the ICC, both at headquarters and in EU delegations; calls on the High Representative to appoint a Special Envoy on International Justice with the mandate to promote, mainstream and represent the EU's commitment to the fight against impunity and the ICC across EU foreign policies;

Strongly deplores the recent military escalation and the further deterioration of the humanitarian situation in Gaza, expressing at the same time its unconditional sympathy for the civilian population in southern Israel; urges all parties to fully implement UN Security Council resolution 1860 (2009) with a view to securing a permanent ceasefire; underlines the urgent need for effective accountability in cases of violations of international humanitarian law; welcomes in this regard the decision of the UNHRC to appoint an independent fact-finding mission to investigate war crimes and serious human rights violations by all sides during the recent conflict in Gaza; urges all parties to cooperate with the UN human rights investigators; takes note of the commitment of the External Relations Council of 27 January 2009 to follow those investigations closely and asks the Commission to decide, in close consultation with the Member States, on the further action to be taken once the findings are known;

Is particularly concerned about the possible political development of this violent turmoil in the Territories, which has been mainly determined by the attitude of Hamas not to accept any compromise and the efforts of the Government of National Unity to have a dialogue with Israel; urges Hamas, therefore, to refrain from the use of violence and start talks for an immediate ceasefire which could be the first step towards a return to peace and legality in the Territories;
