16. Expresses its deep concern – recalling its resolution of 5 July 2012 – at the further deteriorating situation of the Palestinian population in the West Bank, in particular in Area C and in East Jerusalem, due to continued Israeli settlement building and expansion activities, restrictions on the freedom of movement of Palestinians, the demolition of Palestinian homes and displacement of Palestinian families, Jewish settler violence, the building of the separation barrier beyond the Green Line and the exploitation of Palestinian natural resources by Israel, as the occupying power, which threaten the viability of the two-state solution; calls on the Israeli authorities to stop and prevent the forcible transfer of the Palestinian population and the demolition of Palestinian houses and infrastructure, including in Abu Nawar and Susiya villages;

F. whereas on 30 August 2014, in response to the kidnapping and killing of the three teenage boys in June 2014, Israel announced the appropriation of nearly 1 000 acres of Palestinian land, the largest area in 30 years, for the construction of a new settlement; whereas, despite strong international protest, Israeli settlement building and expansion continues in the West Bank, including in East Jerusalem;
F. considérant que, le 30 août 2014, en réaction à l'enlèvement et au meurtre des trois adolescents en juin 2014, Israël a annoncé l'annexion de près de mille acres de territoires palestiniens, soit la plus grande surface en 30 ans, pour la construction d'une nouvelle colonie; considérant que, malgré les fortes protestations émises dans le reste du monde, Israël poursuit sa colonisation et son expansion en Cisjordanie, y compris dans Jérusalem-Est;

14. Stresses again that all parties on both sides should refrain from any unilateral step with special regard to Israeli settlement building in the West Bank and in East Jerusalem that may undermine the prospects of a just and lasting peace between Israelis and Palestinians as well as that no unilateral change to the pre-1967 borders, including as regards Jerusalem, should be recognised;

M. whereas Palestinian presence in Area C and in East Jerusalem has been undermined by Israeli government policies; whereas a key element of these policies is the building and expansion of settlements; whereas Israeli settlements are illegal under international law and constitute a major obstacle to peace efforts while they are subsidized by the Israeli government with considerable incentives in the fields of taxation, housing, infrastructure, roads, access to water, education, health care etc.; whereas the year 2011 witnessed the greatest expansion of settlements in the Jerusalem area since 1967; whereas settler violence and harassment against Palestinian civilians, under Israeli military protection, resulted in serious incidents and fatal injuries; whereas, in lack of an effective EU control mechanism, Israeli settlement products continue to be imported to the European market under preferential regime;
M. considérant que les politiques du gouvernement israélien ont entravé la présence palestinienne à Jérusalem-Est comme en zone C; considérant qu'un élément clé de ces politiques est la formation et l'expansion de colonies; considérant que les colonies israéliennes sont illégales au regard du droit international et constituent un obstacle majeur aux efforts de paix, tout en étant subventionnées par le gouvernement israélien à l'aide d'incitations considérables en termes d'impôts, de logement, d'infrastructures, de routes, d'accès à l'eau, à l'éducation, aux soins de santé etc.; considérant qu'en 2011, il s'est produit la plus grande expansion de colonies dans la région de Jérusalem depuis 1967; considérant que, sous la protection de l'armée israélienne, les violences et le harcèlement des colons contre des civils palestiniens ont causé de graves incidents et même des blessures mortelles; considérant qu'en l'absence de mécanisme de contrôle efficace de l'Union européenne, les produits issus des colonies israéliennes continuent d'être importés sur le marché européen en bénéficiant d'un régime préférentiel;

4. Considers that the first meeting hosted on 23 September 2009 by President Obama between Israeli Prime Minister Benjamin Netanyahu and Palestinian leader Mahmoud Abbas did not achieve its ambitious goals; deplores the fact that no agreement has yet been reached on the issue of Israeli settlement building in the West Bank and East Jerusalem;
4. estime que la première réunion organisée le 3 septembre 2009 par le Président Obama entre le Premier ministre israélien Benjamin Netanyahu et le dirigeant palestinien Mahmoud Abbas n'a pas répondu aux espérances ambitieuses; déplore qu'on ne soit toujours pas arrivé à un accord sur le problème de la construction de colonies israéliennes en Cisjordanie et à Jérusalem-Est;

6. The Council urged the Israeli government to cease all activities in the Palestinian territories, including settlement building, the construction of the separation barrier as well as the demolition of Palestinian homes, which are contrary to international law and threaten to make any solution based on the co-existence of two states physically impossible.

Le Conseil a instamment demandé au gouvernement israélien de mettre un terme à toutes les actions menées dans les territoires palestiniens, notamment la construction de colonies, l'édification de la barrière de séparation ainsi que la démolition de maisons palestiniennes, qui sont contraires au droit international et menacent de rendre matériellement impossible une solution fondée sur la coexistence de deux États.

The first thing the Israelis ought to do, and Canada can take a coercive role in this, is to: one, stop immediately all new building of Israeli settlements in Palestinian autonomous regions; two, remove some of those settlements out of the Palestinian autonomous regions and there will be some kind of trust again from the Palestinian people.
La première chose que doivent faire les Israéliens-et le Canada pourrait jouer un rôle coercitif à cet égard-, c'est d'arrêter immédiatement toute nouvelle construction dans les colonies de peuplement israéliennes situées dans les régions palestiniennes autonomes. In this context the European Union expresses particular concern about renewed Israeli settlement activity and road building, which is contrary to international law and which further complicates the search for solutions.
À cet égard, l'Union européenne se déclare particulièrement préoccupée par la reprise de la colonisation et de la construction de routes par les Israéliens, activités qui sont contraires au droit international et compliquent davantage la recherche de solutions.

7. The Council once again underlined its grave concern at Israeli activities in and around East Jerusalem, including construction of the separation barrier, settlement building and house demolitions.
