Senator Day: When Bill C-36, the Anti-terrorism Act, was first going through Parliament, as result of submissions by the Canadian Labour Congress and others, an amendment was made with respect to the exception to the definition of ``a terrorist activity'' by dropping the adjective ``lawful,'' which goes to the issue that Senator Jaffer raised earlier, on the strike that some may describe as unlawful.
