owever, while the Joint Employment Report covers the whole range of policy actions which aim at improving the efficiency of the labour market
and increasing the employment levels towards the targets set in Lisbon, and must be evaluated as such,
the present report tends to focus on actions that will facilitate participation in employment for those individuals, groups and communities who are

A number of Member States have rightly noted the positive role that such actions can play towards more general employment goals, such as increasing the employment rate. While all NAPs/incl prioritise employment there are differences in emphasis. These tend to reflect differences in the employment situation across Member States.

Les pays affichant des taux d'emploi élevés et de faibles taux de chômage mettent l'accent sur l'amélioration de la participation de groupes spécifiques, comme les personnes âgées, les immigrants, les personnes handicapées (c'est le cas du Luxembourg, des Pays-Bas, du Danemark, de la Suède et de l'Irlande), aussi dans le but de résoudre la pénurie actuelle de main-d'oeuvre.
