Article 12 of the Agreement between the European Union and the Republic of Azerbaijan on the facilitation of the issuance of visas (‘the Agreement’) sets up a Joint Committee (the ‘Joint Committee’).

Agrees that the ECB’s action, which came in addition to structural reforms and the consolidation of public finances, has ‘decisively contributed to the stability of the euro area’; recognises that this action has had the effect of decreasing unsustainably high financing costs for some Member States through the Securities Market Programme (SMP) and providing a liquidity backstop for sovereign debt markets through Outright Monetary Transactions (OMTs), averting a melt-down of the banking sector and helping to sever the link between banks and sovereigns, limiting speculation on sovereign debt and temporarily reducing excessive spreads; considers, however, that a lack of sustainable growth and high (and still growing) levels of private and public debt in many Member States mean that ’a carefully managed process of deleveraging’ is required; agrees with the Commission that the improvement of the health of the banking sector must remain a priority; welcomes the establishment by the Commission, according to thecommitment it made to Parliament in the declaration annexed to the two-pack, of the high-level group chaired by Gertrude Tumpel-Gugerell to deepen the analysis on, and assess thoroughly the partial substitution of national debt issuance through joint issuance in the form of a redemption fund and eurobills, considering the pros and cons of the different options ; looks forward to the report of the high-level group;
28. reconnaît que les mesures prises par la Banque centrale européenne (BCE), qui se sont ajoutées aux réformes structurelles et à l'assainissement des finances publiques, ont contribué de manière décisive à la stabilité de la zone euro; admet que ces mesures ont permis, grâce au programme pour les marchés de titres (PMT), de réduire les coûts de financement excessivement élevés auxquels devaient faire face certains États membres et d'octroyer des lignes de crédit sur les marchés de la dette souveraine au travers d'opérations monétaires sur titres (OMT), ce qui a évité un effondrement du secteur bancaire, contribué à rompre le lien entre les banques et les acteurs souverains et réduit temporairement les écarts de taux trop importants; estime toutefois que, compte tenu d'un manque de croissance durable et eu égard aux niveaux élevés (et toujours croissants) de la dette publique et privée dans de nombreux États membres, un processus de désendettement soigneusement géré s'impose; s'accorde avec la Commission pour considérer que l'assainissement du secteur bancaire doit demeurer une priorité; salue la création par la Commission, conformément à l'engagement pris envers le Parlement dans la déclaration annexée au «2-pack», du groupe de haut niveau présidé par Gertrude Tumpel-Gugerell et qui a pour mission d'approfondir l'analyse de la substitution partielle des émissions de dettes nationales par des émissions conjointes au travers d'un fonds d'amortissement et de bons du trésor européens (eurobills ) et d'évaluer précisément ces solutions, en prenant en compte leurs avantages et leurs inconvénients respectifs; attend avec intérêt le rapport de ce groupe de haut niveau;

The Commission will establish an Expert Group to deepen the analysis on the possible merits, risks, requirements and obstacles of partial substitution of national issuance of debt through joint issuance in the form of a redemption fund and eurobills. The Group will be tasked to thoroughly assess, what could be their features in terms of legal provisions, financial architecture and the necessary complementary economic and budgetary framework.

Finally, on Eurobonds, the Commission recognises that, depending on its precise modalities, joint issuance of Eurobonds could benefit bond market efficiency and integration and support for the euro as an international currency.
