TRADUCTIONS EN CONTEXTE

The Rapporteur welcomes the Commission proposal for a Council regulation on the "Fuel Cells and Hydrogen 2 Joint Undertaking" (hereafter FCH 2 JU) as an important instrument of the Innovation Investment Package under Horizon 2020 to help tackle major societal challenges facing Europe.

3. Recognises that the Joint Undertaking is still in a start-up period given that Council Regulation (EC) No 1361/2008 of 16 December 2008 amending Regulation (EC) No 219/2007 on the establishment of a joint undertaking to develop the new generation European air traffic management system (SESAR), was only adopted in December 2008; also considers that, being a public-private partnership, the Joint Undertaking faces different challenges to those of the transport Agencies (European Aviation Safety Agency, European Maritime Safety Agency, European Railway Agency);

With regard to the Galileo issue, I would like to point out that this is one of the great essential projects if we are to maintain our space sector, and that, furthermore, if we do not establish the joint undertaking very quickly, which must move this project ahead, we risk facing difficulties when it comes to continuing to maintain the adjudication of frequencies which we achieved having overcome every type of obstacle in 2000.

One urgent task facing the Joint Undertaking will be to draw up the terms of reference of the invitation to tender to be issued in order to initiate the process of selecting the future system operator, i.e. the private entity which will manage the deployment and operation phases of the Galileo programme.

– (FR) Madam President-in-Office of the Council, Commissioner, I believe the G8 summit in Genoa will come to be regarded as a milestone in our political life and will probably be seen as marking a turning point in European and international political life. The reason I put a specific request for you to come forward with conclusions or results at the end of the presidency in December is that I was hoping that – linking back to what Mr Hyland was talking about earlier – it would be possible during your time in the presidency to undertake a joint initiative between young people and the presidency to ask young people about the dangers facing them and try and alleviate some of the social problems and issues people face that drive them into the drug culture.
