Reform of the JRC The Commission intends to make far-reaching changes in a number of areas in order to adapt the JRC to the tasks it is to perform within the Community's research and technological development strategy: - structure: on the basis of the principle of drawing a clear distinction between programme management and resource management, the JRC will be reorganized into a number of scientific institutes enjoying a large measure of scientific, administrative and financial independence; - management: the existing advisory structures will be streamlined, while the role and powers of the Board of Governors will be strengthened; - staff: a number of measures will be taken to ensure that the JRC permanently maintains a very high level of expertise coupled with considerable versatility: increased flexibility in the allocation of staff resources to different activities, an increase in the number of fellows and scientists visiting the JRC, an increase in the number of secondments from national centres to the JRC and vice versa, the creation of fixed- duration posts for post-doctoral fellows, etc.
La réforme du CCR.- Les mesures envisagées par la Commission pour adapter le CCR, par un travail de réforme en profondeur, aux exigences du rôle qu'il est appelé à jouer à l'intérieur de la stratégie de recherche etde développement technologique de la Communauté, se situent sur plusieurs plans. - Structure : sur la base du principe d'une distinction claire entre gestion des programmes et gestion des moyens, le CCR sera réorganisé en un certain nombre d'instituts scientifiques bénéficiant d'une large autonomie aux plans scientifique, administratif et financier. - Gestion : un allègement des structures consultatives actuelles couplé avec un renforcement du rôle et du pouvoir du Conseil d'Administration est prévu. - Personnel : plusieurs mesures seront prises afin d'assurer le maintien permanent au CCR d'un niveau très élevé de compétence et d'une grande capacité d'ajustement : flexibilité plus grande dans l'affectation des ressources en personnel aux différentes activités, accroissement de l'accueil par le CCR de visiteurs scientifiques, de boursiers et de personnel détaché des centres nationaux, avec réciprocité dans ce dernier cas, création de postes de durée limitée pour des "post-doctoral fellows", etc.
