IN-CONTEXT TRANSLATIONS

Owing to the geographical situation of Kaliningrad and the already existing procedural structures laid down in Article 18(2) of Regulation (EC) No 798/2008 with regard to transit of commodities from and bound to Russia, the transit of poultry meat from Belarus through Lithuania to the Russian territory of Kaliningrad by rail or road should be permitted, provided the conditions laid down in Article 18(2), (3) and (4) for other commodities are complied with.
Du fait de la situation géographique de Kaliningrad et des structures procédurales existantes prévues à l’article 18, paragraphe 2, du règlement (CE) no 798/2008 en ce qui concerne le transit de produits en provenance et à destination de la Russie, il convient d’autoriser le transit par la Lituanie, par chemin de fer ou par route, de viandes de volailles en provenance de Biélorussie et à destination du territoire russe de Kaliningrad, pour autant que les conditions énoncées à l’article 18, paragraphes 2, 3 et 4, pour d’autres produits soient respectées.

It is therefore appropriate to list establishments situated in the region of Kaliningrad for the processing of fresh meat from bovine and porcine animals for imports into the Union of meat products containing such meat and which have undergone the required treatment set out in Part 2 of Annex II to Decision 2007/777/EC for the region of Kaliningrad.

The Kaliningrad oblast has an exceptional geographic situation: as a relatively small area completely surrounded by two Member States, it constitutes the only enclave in the European Union; its shape and the distribution of its population are such that applying the standard rules on the definition of the border area would artificially divide the enclave, whereby some inhabitants would enjoy facilitations for local border traffic while the majority, including the inhabitants of the city of Kaliningrad, would not.
L’oblast de Kaliningrad a une situation géographique exceptionnelle: cette zone de taille relativement modeste, totalement cernée par deux États membres, constitue l’unique enclave existant sur le territoire de l’Union européenne. Sa configuration et la répartition de sa population sont telles que l’application des règles normales de définition de la zone frontalière diviserait artificiellement l’enclave, de sorte que certains habitants bénéficieraient de facilités en matière de petit trafic frontalier tandis que la majorité, dont les habitants de la ville de Kaliningrad, en serait privée.

In view of efforts made to investigate the possibilities within the acquis and the long list of meetings scheduled this spring between EU and Russia, it is clear that EU treats the Kaliningrad situation with very high priority.
