As I said, the bill could be a reasonably good one if the improvements made in committee had not been dismantled at the report stage; if business interests had not been put ahead of public health; if the official opposition had performed an effective role, which it did not; and if at the last minute, after the committee had reported to the House, cabinet ministers had not circumvented the good work of the committee by introducing last minute changes not examined in committee as in the case of nutrients and had not eliminated strong provisions thoroughly endorsed by the standing committee as in the case of inherent toxicity.
