Mr. Mac Harb: Mr. Speaker, there is absolutely no doubt in my mind that what we as a society have to do is move to the next step and really start looking at the issue, as one of my colleague always says, with a holistic approach, which is to look at every element of the law, whether provincial, federal or municipal, and always ask how this legislation or law will help the children and how this law is going to serve the interests of the child.

Mac Harb: Monsieur le Président, je ne doute pas un instant que notre société doit faire un pas de plus et commencer à se pencher sérieusement sur la question en adoptant, comme le dit toujours un de mes collègues, une approche holistique, c'est-à-dire qu'il nous faut prendre chaque loi fédérale et provinciale, chaque arrêté municipal et nous demander s'ils peuvent aider les enfants et comment ils peuvent servir leurs intérêts.
