TRADUCTIONS EN CONTEXTE

1. Fully supports the Geneva II Conference on Syria, which should be the first step in a process that will lead to a political solution to the conflict; is convinced that a lasting solution to the current crisis in Syria can only be achieved through a Syrian-led, inclusive political process with the backing of the international community; underlines the need for a genuine political transition in the country, thereby addressing the people’s aspiration for freedom and democracy; calls on all parties to engage constructively in a genuine negotiation; welcomes the meetings between representatives of the Syrian Government and opposition groups in the presence of UN-Arab League Joint Special Representative Lakhdar Brahimi, at which among other topics the situation in the besieged city of Homs was discussed; welcomes the fact that the sides have reached a provisional agreement that would see humanitarian aid enter Homs and would allow women and children to leave its war-ravaged areas; expresses disappointment that in practice there has been no movement on allowing UN aid convoys into Homs, or on allowing civilians to leave the besieged city; stresses that following the outcome of negotiations regarding the Yarmouk refugee camp in Damascus, some aid has been delivered to its residents; notes that no serious breakthrough and no major change in the position of either side could be witnessed during the first talks; takes positive note of the fact that a second round of talks is planned for 10 February 2014; welcomes the statement by Lakhdar Brahimi in which he expressed the hope that ‘we will try to draw some lessons about what we did and see if we can organise ourselves better for the next session’;

Expresses again its deepest concern over the devastating effects of the violent crisis in Syria, which has resulted in mass suffering for the population in the country and in neighbouring countries and constitutes a major threat to stability and security in the entire Middle East region and beyond; stresses that there is no military solution to this crisis and that any lasting solution can only be achieved through a Syrian-led political process with the backing of the international community; commends and continues supporting the efforts of UN-Arab League Joint Special Representative Lakhdar Brahimi in this regard; calls on all international actors to avoid any action which may further intensify the violence and increase the suffering of the population in Syria;

Believes that the international community should bring about a political solution for Syria which can stop the violence, prevent further use of chemical weapons and promote a democratic transition; calls, in particular, on Russia and China, as permanent members of the Security Council, to face their responsibilities and to facilitate the achievement of a common position and a diplomatic solution to the Syrian crisis, without excluding a role for the UN General Assembly whereby it could take up this matter in the event of a persistent blockage in the Security Council; is convinced that a lasting solution to the current crisis in Syria can only be achieved through a Syrian-led, inclusive political process with the backing of the international community; continues to support, in this spirit, the efforts of the EU and its Member States and of UN-Arab League Joint Special Representative Lakhdar Brahimi to achieve progress in the Geneva II process and in the Security Council; reiterates its calls for the Security Council to refer the situation in Syria to the International Criminal Court for a formal investigation; reiterates its call for President Assad and his regime to step aside and pave the way for a democratic transition;

I move: That the House continue to support measures which: (a) condemn the brutal massacre of Syrian civilians by government forces in clear violation of earlier commitments; (b) call for an immediate end to the violence, especially the attacks on civilians; (c) support the Joint Special Envoy of the United Nations and Arab League efforts to establish a ceasefire and implement the six-point peace plan; (d) call for unrestricted access to the country for the international media; (e) support the government's decision to expel Syrian diplomats in protest to the latest atrocities in Syria; (f) call on the international community to speak with one voice in clearly and categorically condemning the violence and working to bring about a complete cessation of hostilities; (g) urge the leadership of China and Russia to play an active and decisive role in achieving an effective ceasefire that saves the lives of innocent civilians, as well as negotiating a road map to reforms that respond to the democratic aspirations of the Syrian people; (h) increase Canada's humanitarian aid to refugees and to internally displaced persons fleeing violence in Syria; and finally, (i) stand in solidarity with those who aspire for peace, democratic governance and the protection of human rights.
