The Treaty extends voting by qualified majority in the Council of the EU and the area in which the European Parliament acts on an equal footing with the Council regarding the adoption of legislative acts (regulationsdirectives and decisions) on a proposal from the Commission (ordinary legislative procedure).

(7) Another major improvement made by the Treaty of Lisbon in terms of transparency is the requirement for meetings of the various configurations of the Council to be divided into two parts, depending on whether the Council is acting in a legislative capacity or in other ways, with the corollary that, when it deliberates or votes on legislative acts, the Council meets in public.
