Member States should remain free to go further in their efforts to facilitate the involvement of SMEs in the public procurement market, by extending the scope of the obligation to consider the appropriateness of dividing contracts into lots to smaller contracts, by requiring contracting authorities to provide a justification for a decision not to divide contracts into lots or by rendering a division into lots obligatory under certain conditions.

They have access to the amount of money I mentioned, the $200 billion a year total that government expends within the country, a lot of it in the military, a lot of it in health, a lot of it in the various parts in education and transfers to various regions, but a lot of it in public works.

However, I do hope that the next report on this subject will also stipulate that pensioners and elderly people – who have to use a lot of water and consume a lot of energy and often use public transport – should also receive water and the energy supply in their houses for heating and cooking free of charge, and that they should not have to pay for public transport services either, for pensioners and elderly people have certainly worked hard in their lives and they fully deserve and have the right to expect some thanks from society.

Zappalà soit justement sorti de la salle en ce moment, mais je suis sûr qu'on lui fera savoir que j'ai voté oui, en faveur de ce document concernant les procédures de passation des marchés dans les secteurs de l'eau, de l'énergie et des transports, mais j'espère que le prochain rapport sur ce sujet établira que, pour les personnes âgées et les retraités - qui ont besoin de beaucoup d'eau, beaucoup d'énergie et qui utilisent souvent les transports publics -, l'eau et l'énergie pour leur maison, pour le chauffage et pour cuisiner, sont gratuites, ainsi que les transports en commun, parce que les personnes âgées et les retraités ont beaucoup travaillé, ils ont bien mérité et ils sont en droit d'attendre un remerciement de la part de la société.
