Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). – (IT) Mr President, ladies and gentlemen, in my contribution to the report by Mrs Lucas – whom I should like to thank for the excellent work that she has carried out – I wanted to emphasise a fundamental aspect of the relationship between these two large trade areas: the need to obey the rules which in the field of trade are indeed the principles of the World Trade Organisation and the agreements that derive from it, but which in the political and social context relate to respect for basic human rights.
- (IT) Monsieur le Président, Mesdames et Messieurs, dans ma contribution au rapport de Mme Lucas - que je voudrais remercier pour l’excellent travail qu’elle a réalisé -, je voulais souligner un aspect fondamental de la relation entre ces deux grandes zones commerciales: la nécessité de respecter les règles qui, dans le domaine du commerce, constituent effectivement les principes de l’Organisation mondiale du commerce et les accords qui en découlent, mais qui, dans le contexte politique et social, concernent le respect des droits fondamentaux de l’homme.

And this is the spirit of the Lucas report, which provides for assistance, cooperation and an economic partnership with Mexico, a state with a great cultural tradition which has always taken care to maintain economic cooperation with the States of the European Union, cooperation which, I hope, will also serve to improve the social situation of the pensioners and elderly people of that country.

This report looks beyond the near future, which is why I would like to congratulate Mrs Lucas. It is not an unnecessary exercise to indicate the pre-conditions within which aviation should function, both in terms of space and the environment.
