Although there is currently no dedicated financing source for the Convention [70], there is a fund-raising/clearinghouse facility called the Global Mechanism, which is housed by the International Fund for Agricultural Development (IFAD). Its operation is carried out by a Facilitation Committee, which is composed of representatives of IFAD, UNCCD Secretariat, World Bank, UNDP, UNEP, GEF Secretariat, FAO and regional development banks [71].

Mr President, ladies and gentlemen, whilst respecting the competences and the responsibilities of our respective institutions, I would like to reaffirm to you that the Commission is at your disposal and is willing to loyally fulfil its duty to keep Parliament informed. 1.6. As regards the period of time during which the Member States must guarantee to applicants for asylum and the accompanying members of their family the material conditions of reception (i.e. housing, food, clothing, subsistence allowance) the Committee of the Regions takes the view that it should cover the whole period which elapses between their recognition as applicants for asylum and the final decision on their application.

Quant à la question de la durée de la période durant laquelle les États membres doivent assurer des conditions matérielles d'existence aux demandeurs d'asile et aux membres de leur famille qui les accompagnent (hébergement, nourriture, habillement, allocation financière), le Comité des régions estime qu'elle devra couvrir tout le laps de temps qui s'écoulera entre le moment où le statut de demandeur d'asile leur aura été octroyé et celui où un jugement définitif sera prononcé sur leur demande.
