By that time, Parliament would have voted for a bill, the government would have started distributing information throughout the country about the Foundation and its role, and then, all of the sudden, one month and a half later, the whole machine would grind to a halt and people would be told that since there had been an agreement between Quebec and Canada, all the advertising and brochures were now inaccurate.
On aurait alors voté en faveur du projet de loi, on aurait commencé à répandre de l'information dans tout le Canada sur la nature de la Fondation, sur son rôle, sur ce à quoi elle doit servir, sur son orientation et les transformations qu'elle subira, et soudainement, un mois et demi plus tard, on arrêterait la machine aux informations pour dire aux gens que, depuis qu'il y a eu entente entre le Québec et le Canada, toute la publicité qu'on a faite et les dépliants qu'on a distribués ne correspondent plus à la réalité.
