Does the Commission consider the Parliament resolution of 15 December 2011 on the Scoreboard for the surveillance of macroeconomic imbalances: envisaged initial design, where Parliament requested an indicator for the financial sector to be added, to constitute a consultation as stipulated by Recital 12 of the MIP-regulation?
