The High Representative shall appoint, in accordance with the normal rules of recruitment, a Director General for budget and administration who shall work under the authority of the High Representative. W. whereas the management of such waste should be structured in line with the ’waste hierarchy’: prevention and reduction, reuse, recycling, other types of recovery, in particular for energy purposes, and as the last option, landfilling (in accordance with Article 4 of the Waste Framework Directive), according to which the recycling of bio-waste is preferable to its incineration as it not only avoids the formation of methane gas, but also contributes to combating climate change via carbon sequestration and improving soil quality; whereas prevention is the priority objective in the management of bio-waste and makes it possible, in particular, to avoid food waste and green waste, for example through the improved planning of public parks with low-maintenance plants and trees,

Underlines the need to involve port and local authorities in drawing up plans to manage the water quality of river basins and maritime ports in accordance with Framework Directive 2006/60/EC of the European Parliament and the Council of 23 October 2000 establishing a framework for a Community policy in the field of water; draws attention to the need for regional authorities to support the efforts to reduce CO2 emissions from ships and from land and air transport by laying down air quality management plans and conforming to the Marpol Convention and to Framework Directive 96/62/EC of the Council of 27 September 1996 concerning the evaluation and management of the quality of the ambient air;

The remaining $5.3 billion was allocated to meet other commitments made under the 2003 health accord, notably increased funding for health programs for first nations and Inuit; the creation of a compassionate care benefit under employment insurance; support for research hospitals; and improved health care technology and pharmaceuticals management (1010) The Government of Canada's investments over the period covered by the health accord, and its other investments in health and social programs, were implemented as part of a long term legislated framework of predictable and growing support for provinces and territories that includes both cash and tax transfers.

ACKNOWLEDGES the overall conclusions of the report which pointed to the complexity of the rules applicable to the Fifth Framework Programme intervention mechanisms, as well as to shortcomings in the Commission’s organisational, coordinating and management structures across five Directorates General, and insufficient human resources and support tools; WELCOMES, in the context of the preparation and implementation of the Sixth Framework Programme, the Commission’s achievements in following up and implementing the Court of Auditors’ recommendations in such areas as internal co-ordination and management instruments, ex-post control of projects, staffing and the use of information technology; RECALLS with satisfaction the expeditious manner in which the legislative Decisions on the Sixth Framework Programme were taken, in codecision with the European Parliament, which contributed to the effective launch of the programme; ACKNOWLEDGES that work is necessary to further streamline the management and the procedures applied to project proposers and promoters in the Sixth Framework Programme in order to achieve high quality participation in Community RTD programmes and to avoid unnecessary administrative burdens, while ensuring that the financial interests of the Community are safeguarded in accordance with the Financial Regulation; NOTES that:

Welcomes in this respect the initiatives undertaken by the Commission with a view to improving the management of the EC research programmes and encourages the Commission to develop further such initiatives in time for the implementation of the Fourth Framework Programme; 3. Emphasizes that procedures and tools for programme implementation should as far as possible be simplified and harmonized in order to facilitate participation in Community research programmes, particularly by SMEs, and to allow for smooth, transparent and timely implementation of the Framework Programme; welcomes in this respect the circulation by the Commission of information bulletins on a regular basis; 4.
