3. In circumstances such as those referred to in Article 3(3) and Article 4(5) of Annex IV to the ACP-EU Partnership Agreement, the Commission may establish specific provisions for programming and implementing development aid by managing itself the resources allocated to the State in question in accordance with the relevant Union policies.
3. Dans des circonstances telles que celles décrites à l'article 3, paragraphe 3, et à l'article 4, paragraphe 5, de l'annexe IV de l'accord de partenariat ACP-UE, la Commission peut établir des dispositions spécifiques pour programmer et mettre en œuvre l'aide au développement en gérant elle-même les ressources allouées à l'État en question conformément aux politiques pertinentes de l'Union.
