The Union has acceded to the following instruments, establishing regional organisations, whose activities are also covered by the Agency’s objectives: the Convention on the Protection of the Marine Environment of the Baltic Sea Area (Helsinki Convention as revised in 1992) (10); the Convention for the Protection of the Mediterranean Sea against Pollution (Barcelona Convention) (11), and its 1995 revision (12) and to a number of protocols thereto; the Agreement for cooperation in dealing with pollution of the North Sea by oil and other harmful substances (Bonn Agreement) (13); the Convention for the protection of the marine environment of the North-East Atlantic (OSPAR Convention) (14); the Cooperation Agreement for the protection of the coasts and waters of the north-east Atlantic against pollution, signed on 17 October 1990 (Lisbon Agreement) (15), with the Additional Protocol thereto, signed on 20 May 2008, which have not yet entered into force (16).

23. Stresses that renewable marine energies comprise an industrial sector for the future that can combat climate change and EU energy dependence, achieve greater energy sustainability within the Atlantic regions, and meet the Europe 2020 targets; notes that the Atlantic area is particularly suitable for the promotion of such energies, and considers that public support is necessary to accompany private investment in the technologies concerned, especially offshore wind energy and wave and tidal energy;

17. Regrets that the proposal for the reform of the Common Fisheries Policy does not take sufficient account of the situation of the ORs; draws attention to the marine dimension of the ORs and the importance of the fishing sector in regional development policy and jobs for local populations in view of their Exclusive Economic Zone, the potential of which should be reflected in concrete and coherent measures for a genuine marine economy and duly taken into account in the integrated European maritime policy programme; recalls the growing economic interest in the immense biogenetic and mineral wealth of the ocean depths in the outermost regions, which must be included in the ‘Renewed Strategy for the ORs’ with the aim of developing a knowledge economy based on the sea; considers in this connection that the ORs must be at the heart of EU maritime policy, emphasising the role they could play in the sustainable use of the sea and coastal regions as well as in international maritime governance, and that the Atlantic ORs should be able to participate in the Atlantic Strategy currently being developed;
17. regrette que la proposition de réforme de la politique commune de la pêche ne tienne pas suffisamment compte de la situation et des réalités des RUP; insiste sur la dimension maritime des RUP et l'importance de l'activité de la pêche dans l'aménagement du territoire et pour l'emploi des populations locales, vu la zone économique exclusive de ces régions, dont le potentiel devra se traduire par des mesures concrètes et cohérentes pour une véritable économie maritime et qu'il conviendra de prendre dûment en considération dans le programme de la politique maritime intégrée européenne; rappelle l'intérêt économique croissant suscité par l'immense richesse biogénétique et minérale des fonds marins des RUP et l'importance d'en tenir compte dans la «nouvelle stratégie européenne pour les RUP», afin d'assurer le développement d'une économie de la connaissance fondée sur la mer; soutient dans ce contexte que les RUP doivent être au cœur de la politique maritime de l'Union, en insistant sur leur rôle en matière d'exploitation durable de la mer et des zones côtières, ainsi qu'en termes de gouvernance maritime internationale et que les RUP atlantiques ont vocation à faire partie de la stratégie atlantique en cours d'élaboration;

A strategy for the Atlantic region in which the Member States and their regions participate should also prioritise new areas of innovation in the economy and science, in particular, new products and services linked to the environment, to renewable and marine energy, to food-related marine biotechnology, to health and smart technology-intensive products and services.

For instance, in accordance with United Nations resolutions 61/105 and 64/72 both Regional Fisheries Management Organisations for the North Atlantic, the North East Atlantic Fisheries Commission and the Northwest Atlantic Fisheries Organisation have closed fishing areas for bottom trawling not only to ensure the long-term sustainability of deep sea fish stocks but also to preserve vulnerable marine ecosystems including sponges and coral.

‘regional sea convention’ means any of the international conventions or international agreements together with their governing bodies established for the purpose of protecting the marine environment of the marine regions referred to in Article 4, such as the Convention on the Protection of the Marine Environment of the Baltic Sea, the Convention for the Protection of the Marine Environment of the North-east Atlantic and the Convention for the Marine Environment and the Coastal Region of the Mediterranean Sea.

(21 ) This Directive should contribute to the fulfilment of the obligations of the Community and the Member States under several other relevant international agreements under which they have entered into important commitments relating to the protection of the marine environment from pollution: the Convention on the Protection of the Marine Environment of the Baltic Sea Area, approved by Council Decision 94/157/EC , the Convention for the Protection of the Marine Environment of the North-East Atlantic, approved by Council Decision 98/249/EC , and its new Annex V on the Protection and Conservation of the Ecosystems and Biological Diversity of the Maritime Area and the corresponding Appendix 3 , approved by Council Decision 2000/340/EC , and the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean, approved by Council Decision 77/585/EEC , and its amendments from 1995, approved by Council Decision 1999/802/EC , as well as its Protocol for the Protection of the Mediterranean Sea Against Pollution from Land-Based Sources, approved by Council Decision 83/101/EEC .

In the Paris Convention for the protection of the marine environment of the north-east Atlantic (September 1992), the precautionary principle is defined as the principle "by virtue of which preventive measures are to be taken when there are reasonable grounds for concern that substances or energy introduced, directly or indirectly, into the marine environment may bring about hazards to human health, harm living resources and marine ecosystems, damage amenities or interfere with other legitimate uses of the sea, even when there is no conclusive evidence of a causal relationship between the inputs and the effects".
Dans la convention de Paris pour la protection du milieu marin pour l'Atlantique du nord-est (septembre 1992) le principe de précaution est ainsi qualifié : « principe selon lequel les mesures de prévention doivent être prises lorsqu'il y a des motifs raisonnables de s'inquiéter du fait des substances ou de l'énergie introduites directement ou indirectement dans le milieu, qu'elles puissent entraîner des risques pour la santé de l'homme, nuire aux ressources biologiques ou aux écosystèmes, porter atteinte aux valeurs d'agrément ou entraver d'autres utilisations du milieu, même s'il n'y a pas de preuves concluantes d'un rapport de causalité entre les apports et les effets ».
