Recommendations are amongst other things intended to promote a "care to share to be aware" culture across and between different sectors among national authorities involved in maritime surveillance.
Ces recommandations viseront, entre autres, à promouvoir une culture du «partage dans un souci d’information» dans les différents secteurs et entre ceux-ci auprès des autorités nationales associées à la surveillance maritime.

29. Points out that the EU has a vital interest in a secure and open maritime environment that allows the free passage of commerce and the peaceful, legal and sustainable use of the oceans’ riches; stresses the need to develop an EU maritime foreign policy which aims at protecting and preserving critical infrastructure, open sea routes and natural resources and puts an emphasis on the peaceful resolution of conflicts, within the context of international law and in line with the provisions of the UN Convention on the Law of the Sea; looks forward to the adoption of the EU Maritime Security Strategy, in line with the April 2010 Council conclusions, and calls for the development of a specific implementation plan; points out that the integration of maritime surveillance across sectors and borders is already a cross-sectoral tool of the EU Integrated Maritime Policy (IPM); highlights the importance of swiftly implementing the Common Information Sharing Environment project and building a ‘bridge’ between the IPM and the CSDP to improve information sharing between them;
29. souligne qu'un environnement maritime sûr et ouvert permettant le libre passage du commerce et l'utilisation pacifique, légale et durable des richesses des océans présente un intérêt vital pour l'Union européenne; insiste sur la nécessité de mettre en place une politique étrangère maritime de l'Union européenne visant à protéger et à préserver les infrastructures critiques, les routes maritimes ouvertes et les ressources naturelles et met l'accent sur l'importance que revêt le règlement pacifique des conflits, dans le cadre du droit international et dans le respect dispositions de la convention des Nations unies sur le droit de la mer; attend avec impatience l'adoption de la stratégie de l'Union européenne en matière de sécurité maritime, dans le droit fil des conclusions du Conseil d'avril 2010, et appelle de ses vœux l'élaboration d'un plan d'application spécifique; souligne que l'intégration de la surveillance maritime entre les secteurs et par-delà les frontières constitue déjà un outil transsectoriel de la politique maritime intégrée (PMI) de l'Union; souligne l'importance de mettre en œuvre rapidement le projet d'environnement commun de partage des informations et d'établir une passerelle entre la PMI et la PSDC afin d'améliorer la communication des informations entre ces politiques;

'Integrated maritime surveillance' (IMS) means a Union initiative aimed at enhancing effectiveness and efficiency in surveillance activities in respect of the European seas through information exchange and collaboration across sectors and borders;

The Commission is developing an integrated maritime policy – including an external dimension – and also integrated maritime surveillance across the sectors and borders to generate maritime situational awareness of activities at sea, impacting, among other things, on maritime safety and security, but also on general law enforcement.
La Commission met au point une politique maritime intégrée – y compris sa dimension extérieure – et également une surveillance maritime intégrée de l’ensemble des secteurs et des frontières afin de permettre une bonne connaissance de la situation et des activités en mer et de leurs répercussions, entre autres, sur la sécurité maritime, mais également de l’application générale de la loi.

31. Expects that a well coordinated and integrated cross-pillar, cross-sectoral, and cross-border approach towards maritime surveillance will improve protection of the interests of Member States and the European Union and protection against marine pollution and illegal actions by making available to authorities operating at sea, monitoring and surveillance information across various relevant sectors of activity, thereby generating more efficiency;
