Detailed statistics on maritime transport should be available to assess the efficiency of and the need for policy measures aiming at facilitating maritime traffic within the Union, taking into account the need not to create unnecessary additional requirements with regard to the collection of statistics by the Member States and to make full use of Eurostat.
Des statistiques détaillées sur le transport maritime devraient être disponibles pour évaluer l’efficacité et la nécessité de mesures visant à faciliter le trafic maritime au sein de l’Union, sachant qu’il convient d’éviter de créer des obligations supplémentaires inutiles en matière de collecte de statistiques par les États membres et qu’il y a lieu d’exploiter pleinement Eurostat.

Within the framework of the report to the European Parliament and the Council on the functioning of this Directive, the Commission should consider how far the purpose of this Directive, namely the simplification of administrative formalities for ships arriving in and/or departing from ports of the Member States, should be extended to the areas inland of those ports, particularly to river transport, with a view to the quicker and smoother movement of maritime traffic inland and a lasting solution to congestion in and around seaports.
Dans le cadre du rapport au Parlement européen et au Conseil sur le fonctionnement de la présente directive, la Commission devrait déterminer dans quelle mesure le but de la présente directive, à savoir la simplification des formalités administratives auxquelles sont soumis les navires à l’entrée et/ou à la sortie des ports des États membres, devrait être étendue à l’intérieur des terres, plus précisément à la navigation fluviale, afin d’accélérer et de fluidifier le transit du trafic maritime vers l’intérieur des terres et d’apporter une solution durable à la congestion dans les ports et aux environs de ceux-ci.

(9) In order to contribute to the recognised and necessary objective of promoting intra-Community short-sea traffic, the Member States should be asked to conclude, in the light of regulation 11 of the special measures to enhance maritime security of the SOLAS Convention, the agreements on security arrangements for scheduled maritime traffic within the Community on fixed routes using dedicated port facilities, without this compromising the general standard of security sought.
(9) Afin de contribuer à l'objectif reconnu et nécessaire de promotion du trafic maritime intracommunautaire à courte distance, il convient que les États membres soient invités à conclure, au regard de la règle 11 des mesures spéciales pour renforcer la sûreté maritime de la convention SOLAS, les accords concernant les arrangements en matière de sûreté pour le trafic maritime intracommunautaire régulier sur des routes fixes utilisant des installations portuaires spécifiques, sans que ceci ne compromette le niveau général de sûreté recherché.

It is desirable to extend some of the provisions of these instruments to domestic maritime traffic within Europe. This would help to attain the global objective of security for the maritime transport sector.
