The Foreign Ministers thus held a special meeting on the day after; the chairmen of the Foreign Affairs and Defence Policy Committees of the parliaments of the EU Member States and the European Parliament held a joint special meeting at the European Parliament on 18 September 2001 with the representatives of the troika, Foreign Minister Michel, representing the Belgian Presidency, the High Representative, Javier Solana, and Chris Patten, the Member of the Commission responsible for external relations.
On se souviendra dans ce contexte notamment de la réunion extraordinaire des ministres des affaires étrangères qui a eu lieu le lendemain des événements et de la réunion extraordinaire conjointe des présidents des commissions des affaires étrangères et de la défense des parlements des États membres de l'UE et du Parlement européen avec les représentants de la troïka, en l'occurrence Louis Michel, ministre des affaires étrangères de la Belgique, qui exerçait la présidence à l'époque, Javier Solana, Haut représentant pour la PESC, et Chris Patten, commissaire chargé des relations extérieures. Cette dernière réunion se déroulait le 18 septembre 2001 au sein du Parlement européen.

– (FR) Mr President, first of all, I wish to thank Jacques, Jacques Delors, and also Altiero Spinelli and Fernand Herman, I wish to thank everyone, from Vaclav Havel to Carlo Ciampi, from Joschka Fischer to Jacques Chirac, from Michel Barnier to Pierre Moscovici, from Chris Patten to Costa Simitis, not to mention Florence and the plethora of current Members of the European Parliament who, since 1999, have carried forward the great movement in favour of an European constitution.
