Equality with respect to wages and working conditions is not only in the interests of the migrants, but of society itself which then both benefits fully from the contribution migrants make to economic and social life.

Without prejudice to the pursuit of structural reforms through the European Employment Strategy, and within the context of a policy strategy aiming at higher growth, higher employment and a more cohesive society, the Commission believes that, while immigration will never be a solution in itself to the problems of the labour market, migrants can make a positive contribution to make to the labour market, to economic growth and to the sustainability of social protection systems.
Sans préjudice de la poursuite des réformes structurelles dans le cadre de la stratégie européenne pour l'emploi, et dans le contexte d'une stratégie politique visant à favoriser la croissance, à créer des emplois et à renforcer la cohésion de la société, la Commission pense que, même si l'immigration ne constituera jamais en soi une solution aux problèmes que connaît le marché de l'emploi, les migrants peuvent apporter une contribution positive à ce dernier, à la croissance économique et à la pérennité de nos systèmes de protection sociale.

The Commission believes that, while increased legal immigration in itself cannot be considered in the long term as an effective way to offset demographic changes, since migrants once settled tend to adopt the fertility patterns of the host country, it could, in the short term, be an important element in population growth which could accompany other responses to demographic change, such as more friendly family policies.
La Commission estime que si l'augmentation de l'immigration légale ne saurait en soi être considérée comme un moyen efficace à long terme pour compenser les mutations démographiques, parce que les immigrants, une fois établis, tendent à adopter les comportements du pays d'accueil en termes de fécondité, elle pourrait à court terme favoriser la croissance démographique en accompagnant d'autres mesures, telles que des politiques familiales plus favorables.

Considers that immigration policies which seek to promote the sustainable economic, social and legal integration of migrants are vital in order to achieve a balance between the respective rights and responsibilities of migrants and host societies, and that admission mechanisms for third country nationals must be managed effectively and transparently; prerequisites of the integration process are equal treatment through the elimination of all discrimination against migrants and their offspring and a close alignment with employment and social affairs policies; such policies should be encouraged in a bid to alleviate certain democratic challenges; recognises however that immigration in itself will not resolve all the problems associated with demographic change and also creates its own challenges;

However, I must admit that even I did not imagine that we would have such overwhelming confirmation quite so soon of the poor conduct of the Albanian authorities. Its undisguised violence and forgery at the expense of the Greek minority candidates and voters during the recent elections, as witnessed by objective official international observers, demonstrated that, unfortunately, Albania has little respect for even its most rudimentary obligations as it makes its way towards the European Union, at the very time when Albania itself is calling on the international community to intervene, including militarily, in the defence of oppressed Albanian minorities in third countries and demanding that all the human rights of Albanian migrants, including illegal immigrants, be guaranteed, a demand which we all feel it is advisable for us to attempt to satisfy, and rightly so.
Toutefois, j’avoue qu’à l’époque je n’avais pas imaginé que nous aurions dans un laps de temps si court une confirmation réelle de cette pratique négative des autorités albanaises, lesquelles, avec une violence électorale ouverte et des fraudes au détriment des candidats et électeurs des minorités grecques durant les récentes élections, - comme cela a été démontré aussi par les témoignages objectifs des observateurs internationaux officiels -, ont relevé que l’Albanie ne respecte malheureusement que très peu ses propres obligations élémentaires dans le cadre de sa marche vers l’Union européenne. Et ceci au même moment où l’Albanie requiert de la communauté internationale son intervention, même armée, pour la défense des minorités albanaises opprimées dans des pays tiers, alors qu'au même moment elle exige l’assurance de tous les droits de l’homme pour les émigrés albanais, mais aussi pour les émigrés clandestins, exigence que nous jugeons tous opportune, et à juste titre, d’essayer de satisfaire.
