IN-CONTEXT TRANSLATIONS

Without prejudice to the pursuit of structural reforms through the European Employment Strategy, and within the context of a policy strategy aiming at higher growth, higher employment and a more cohesive society, the Commission believes that, while immigration will never be a solution in itself to the problems of the labour market, migrants can make a positive contribution to make to the labour market, to economic growth and to the sustainability of social protection systems.

Considers that the fight against the growing informal economy and, in particular, against the exploitation of migrant workers in an illegal situation can be based not only on a policy of repatriation, but also on instruments and mechanisms to prevent and combat the exploitation of migrant workers, making provision for the recognition of and respect for fundamental human rights;

Furthermore, without corresponding agreements, either between countries of the region, or with countries of origin, there is a risk of creating a readmission trap in which third country nationals find themselves stranded in the region. This inevitably will create pressure for irregular migrants to make their way back to the EU.
