It was based on the following points: a detailed SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis at the level of the priorities and sectors; development of an ad hoc model to estimate the impact of the plan and an analysis of internal consistency to ensure that resources were correctly allocated between priorities.

8. Encourages all necessary steps, with support from the ILO, to further improve exercise of freedom of association, ensure collective bargaining and the application of the national Labour Law to Export Processing Zones, which are employing more than 400 000 workers in garments and footwear, including ensuring that the Ministry of Labour inspectors and other regulatory agencies have full authority and responsibility to conduct inspections; encourages the government to regularly organise surveys among the workers to evaluate compliance with the Labour Law, also facilitating the exchange of data with the Ministry of Labour inspectors and the other stakeholders, both public and private, involved in this field;

Stresses the need to further strengthen the political commitment to fight corruption at all levels, enhance institutional capacity and improve institutional coordination; calls for more efforts to uproot corruption within local governments; recognises the results in terms of the adoption of strategic documents in the field of anti-corruption; notes with satisfaction the fulfilment of all the recommendations of the third GRECO evaluation round, the appointment of a national anti-corruption coordinator and the Government’s intention to appoint a watchdog within every ministry; insists on the need to implement the anti-corruption legislation in force in a consistent manner;
14. insiste sur la nécessité de renforcer davantage l'engagement politique à lutter contre la corruption à tous les niveaux, d'accroître les capacités institutionnelles et d'améliorer la coordination institutionnelle; appelle à intensifier les efforts d'éradication de la corruption dans les collectivités locales; reconnaît les résultats obtenus concernant l'adoption de documents stratégiques dans le domaine de la lutte contre la corruption; note avec satisfaction la mise en œuvre de l'ensemble des recommandations du troisième cycle d'évaluation du GRECO, la désignation d'un coordinateur national de la lutte contre la corruption et l'intention du gouvernement de nommer un surveillant au sein de chaque ministère; insiste sur la nécessité de mettre en œuvre la législation anti-corruption de manière cohérente;

15. Notes that Serbia is developing a new strategy for judicial reform, and supports the efforts being made to devise a new court system in order to improve the efficiency and independence of the whole judicial system; welcomes the government’s commitment to tackling shortcomings in the reform of the judiciary, particularly by ensuring that the legal framework leaves no room for undue political influence and addressing the issues of parliament’s power to appoint judges and prosecutors and the direct political participation of officials in the work of the High Judicial and State Prosecutorial Councils; underlines the importance of adopting clear and transparent evaluation criteria for appointed judges and prosecutors that will ensure their independence and professionalism; furthermore stresses the need to implement measures, in line with the recommendations of the Venice Commission, to address the growing backlog of cases; notes that the Justice Ministry still has responsibility for capital expenditure and that this could further limit the independence of the judiciary; calls on the government to focus on the quality of reform rather than its speed, using the available technical expertise from abroad; stresses also the need for initial and continued professional training of judges and prosecutors, following the extensive changes to the law;
15. relève que la Serbie met actuellement au point une nouvelle stratégie de réforme de la justice, et soutient les efforts consentis pour bâtir un nouveau système de juridictions qui améliore l'efficacité et l'indépendance de l'ensemble du système judiciaire; se félicite des engagements du gouvernement à combler les lacunes dans la réforme de l'appareil judiciaire, en veillant plus particulièrement à ce que le cadre juridique ne laisse aucun espace aux influences politiques indues, en se penchant sur les questions liées aux prérogatives du parlement en matière de nomination des juges et des procureurs et à la participation politique directe de fonctionnaires aux travaux du conseil supérieur des juges et du conseil supérieur des procureurs; insiste sur l'importance que revêt l'adoption de critères d'évaluation clairs et transparents en matière de nomination des juges et des procureurs permettant d'assurer leur indépendance et leur professionnalisme; souligne, par ailleurs, la nécessité d'appliquer des mesures conformes aux recommandations de la commission de Venise afin de résorber au plus vite le retard accumulé dans le traitement des affaires; fait observer que le ministère de la justice est toujours chargé de dépenses cruciales et que ceci risquerait de limiter davantage l'indépendance de la justice; demande au gouvernement de se concentrer sur la qualité plutôt que sur la rapidité de la réforme, en ayant recours à l'expertise technique étrangère; insiste également sur la nécessité d'une formation professionnelle initiale et continue des juges et des procureurs, compte tenu des profondes modifications qu'a connues la législation;

Takes note of the launch of the evaluation of EU-Russia Human Rights consultation that should be concluded by the end of June and reiterates its call for the stepping-up of this consultation so as to make it more effective and result-oriented with the participation of Russian ministries of Justice and the Interior and the Ministry of Foreign Affairs in Brussels and Moscow and with the full involvement of the European Parliament at all levels;
