Stresses that it is important to support the development of those countries’ capacity so that they can build up the skills, know-how and institutions required to manage their own development effectively; stresses the importance of free trade, a market economy and entrepreneurship in order for developing countries themselves to be able to fight poverty and thus create sustainable economic development and reduce their dependency on aid; stresses likewise the importance of promoting and defending good governance and that it is important that authorities in recipient countries should combat corruption and build up their fiscal infrastructure in order to be able to safeguard their tax revenue and combat tax evasion and unlawful capital flight;

Stresses that the bioeconomy needs first-rate know-how and a skilled workforce; maintains that provision for vocational training and higher education needs to be made in the regions, taking into account their specific characteristics; points out that wide-ranging education and training systems in the regions also foster sustainable business expansion; maintains that a high standard of know-how in the bioeconomy sector constitutes an asset for Europe when competing at global level and that this will enable Europe to be the leader in the field of bioeconomy; points out to the importance of enhanced cross-border mobility of researchers, with a view to the exchange of good practices and knowledge transfer in the field of the bioeconomy;

13. Considers that EU intervention should aim to play a key role and boost initiative by developing, in the ORs, centres of excellence based on sectors which exploit their advantages and their know-how, such as waste management, renewable energy, energy self-sufficiency, biodiversity, student mobility, climate research and crisis management. considers that while measures taken at European mainland level and on the basis of the general characteristics of the European mainland are not always effective in the outermost regions, experimental schemes approved under Article 349 of the Treaty which have had real success can be extended to the rest of the EU; encourages the Commission to maximise these schemes within these regions with a view to achieving innovative, solidarity-based and sustainable growth;
13. estime que les interventions de l'Union doivent se donner pour objectif de jouer un rôle clef et de dynamiser l'esprit d'initiative pour développer, à partir des RUP, des pôles d'excellence en s'appuyant sur les secteurs qui valorisent leurs atouts et leur savoir-faire, tels que la gestion des déchets, les énergies renouvelables, l'autosuffisance énergétique, la biodiversité, la mobilité des étudiants, la recherche dans le domaine climatique ou encore la gestion des crises; estime que si les mesures prises à l'échelle et sur la base de caractéristiques générales du continent européen ne sont pas toujours efficaces dans les régions ultrapériphériques, les dispositifs expérimentaux autorisés par l'article 349 du traité qui connaissent une véritable réussite peuvent être étendus au reste de l'Union; incite la Commission à maximiser les expérimentations au sein de ces régions dans un objectif de croissance innovante, solidaire et durable;

Accordingly, the concept of innovation reflects a complex process of knowledge creation and use: "The crucial factor for innovation is thus the link between research (the production of knowledge), training, mobility, interaction (dissemination of knowledge) and the ability of firms, particularly SMEs, to absorb new technologies and know-how".
Le concept d'innovation traduit donc un processus complexe de création et d'utilisation des connaissances: "c'est donc l'articulation entre recherche (production des connaissances), formation, mobilité, interaction (distribution des connaissances) et capacité des entreprises, en particulier des PME, à absorber technologies et connaissances nouvelles qui est crucial pour l'innovation".

This is being spent on the following work: Chernobyl A projet to train Chernobyl staff in fire protection and decontamination; Design studies for the construction of mobile installations for decontamination around the plant; A project to transfer Western know-how regardind reactor decommissioning; A study to explore the safest way of enclosing the damaged reactor unit; A decontamination project to clean up the 800-odd nuclear dumps situated within a 30 km radius of the Chernobyl site; A regional project supporting Ukranian, Russian and Belorussian communities suffering economic and social damage because of the Chernobyl fall-out.
