What I can tell you is that, to me, it is clear enough from the history that we begin with a strong and pretty much blanket prohibition against government ownership of federally regulated financial institutions; that that applies to Canadian governments, both at the national and sub-national level, and to foreign governments as well; and that, over time, these have been relaxed in a fairly controlled and deliberate way.
