Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). 35 (1) Notwithstanding any other provision of this Act, where the Authority intends to locate, construct or operate any works on any highway, street or other public place, it may do so only with the consent, expressed by by-law, of the municipality having jurisdiction over such highway, street or other public place, or, failing such consent within sixty days from the day a written request therefor is made to the municipality concerned by the Authority, upon such terms as may be fixed by the Canadian Transport Commission, after the municipality concerned and the Authority have been given an opportunity to make representations.

Stresses the need for close cooperation between the EU, international, national, regional and local authorities on the one hand and between the institutions as a whole and stakeholders in the sector on the other, with a view to addressing cross-cutting tourism-related issues, whilst respecting the principle of subsidiarity; recalls that in regard to tourism many European regions and municipalities have direct powers and therefore play a central role in implementing projects and specific actions; hopes, also in the context of the Europe 2020 strategy, to see regions and municipalities cooperate more closely with each other and play a sustainable, direct and effective part in developing the new tourism policy; believes that, for the same period, specific programming instruments such as strategies for macro-regions could enhance intra- and inter-regional tourism and foster the attractiveness and visibility of European regions and municipalities;

My explanation for this is it has been the practice to have representation from local municipalities around the capital city of Ottawa.
