Points out that municipal authorities with real powers at local level or supra-local level provide a guarantee of successful participation by local civil society, in keeping with the Leader approach; notes that, in all the EU Member States, local authorities are the first tier of the state with which citizens come into contact and calls, therefore, for rural development measures to include provision for strengthening the capacity of urban and rural municipalities and for the relevant regional bodies actively to shape development at the local and supra-local levels;

(EN) As the honourable Member pointed out, in November 2009 the Commission decided to refer Bulgaria to the European Court of Justice for the failure to establish an integrated and adequate network of waste disposal installations as required by the Waste Framework Directive and in April 2010 Bulgaria submitted to the Commission a major project application ‘Integrated System of Municipal Waste Treatment Facilities for Sofia Municipality’.
Comme la députée l’a souligné, en novembre 2009, la Commission a décidé d’introduire un recours à l’encontre de la Bulgarie auprès de la Cour de justice européenne pour non-création d’un réseau intégré et adéquat d’installations d’élimination des déchets, tel que prévu par la directive-cadre sur les déchets , et, en avril 2010, la Bulgarie a soumis à la Commission une demande de financement pour un projet de grande envergure, intitulée «Integrated System of Municipal Waste Treatment Facilities for Sofia Municipality» (système intégré des installations municipales de traitement de l’eau pour la municipalité de Sofia).

Moving on to inter-municipal cooperation, the second contentious point, I believe it to be self-evident that the municipalities should not in any way be hampered in their management of their own affairs, but equally self-evident, too, that this cannot mean that public/private partnerships should be generally exempted from the obligation to put work out to tender.
