TRADUCTIONS EN CONTEXTE

Mr. Speaker, there are many things about Bill C-38 that I could speak about, such as the total rewriting of Canada's environmental protection law, repealing the Fair Wages and Hours of Labour Act, raising the age of retirement to 67, the elimination of the National Council of Welfare, the elimination of employment equity for federal contractors, weakening the Auditor General, having cabinet-approved pipelines rather than the arm's length National Energy Board and the gutting of the regional employment insurance appeal process.
Monsieur le Président, je pourrais discuter de bien des aspects du projet de loi C-38, qui réécrit complètement la loi sur la protection de l'environnement, abroge la Loi sur les justes salaires et les heures de travail, fait passer l'âge de la retraite à 67 ans, élimine le Conseil national du bien-être social, élimine l'équité en matière d'emploi pour les entrepreneurs fédéraux, affaiblit le rôle du vérificateur général, confie l'approbation des pipelines au Cabinet plutôt qu'à l'Office national de l'énergie, un organisme indépendant, et détruit le processus d'appel régional de l'assurance-emploi.

28. Welcomes the functioning of the democratically elected national minority councils, which represent national minorities in the fields of education, culture, media and official language use; notes, however, the importance of the full implementation of the competencies of these minority self-governing bodies and the necessity of adequate budgetary subsidies guaranteed by the Law on National Minority Councils; notes with concern the complaints about the irregularities in the preparation process and the legal requirements for the establishment of the councils, as well as the complaints about the violation of the guaranteed competencies of national councils by some ministries and local municipalities, and calls on the authorities to respond to them; welcomes those decisions of the Serbian Administrative Court which have upheld the cases brought by the National Council of the Hungarian National Minority arising from the violation of the competencies of the National Council by local authorities;
28. se félicite du fonctionnement des conseils nationaux des minorités démocratiquement élus, chargés de représenter les minorités nationales dans les domaines de l'éducation, de la culture, des médias et de l'utilisation des langues officielles; fait observer qu'il importe de mettre en œuvre intégralement les compétences de ces administrations autonomes des minorités et de fournir les subventions budgétaires garanties par la loi sur les conseils nationaux des minorités; prend acte avec inquiétude des plaintes quant aux irrégularités dans le processus de préparation et aux conditions légales nécessaires à la mise en place des conseils, ainsi que des plaintes relatives à la violation par certains ministères et certaines municipalités des compétences garanties des conseils nationaux, et invite les autorités à y répondre; se félicite des décisions du Tribunal administratif serbe qui ont soutenu les procès intentés par le Conseil national de la minorité nationale hongroise, à la suite de la violation par les autorités locales des compétences du Conseil national;

25. Welcomes the establishment of a majority of the national minority councils, allowing them to take decisions in the fields of education, culture, use of minority languages and public information; notes the importance of the full implementation of the competencies of these minority self-governing bodies and the necessity of adequate budgetary subsidies guaranteed by the Law on National Minority Councils; notes the complaints about the irregularities in the preparation process and the legal requirements for the establishment of the councils, as well as the complaints about the violation of the guaranteed competencies of national councils by some ministries and local municipalities, and calls on the authorities to respond to them; raises concerns regarding the setting-up of the Bosniak national council and calls for a swift conclusion of the process in compliance with the rules, permitting legitimate representation of the Bosniaks in the council; is concerned about increasing tensions in Sandžak, as manifested inter alia by recent violent incidents, and strongly calls for political disputes to be resolved through dialogue within the framework of democratic institutions;
25. se félicite de la mise en place de la plupart des conseils nationaux des minorités, leur permettant de prendre des décisions dans le domaine de l'éducation, de la culture, de l'utilisation des langues minoritaires et de l'information au public; fait observer qu'il importe de mettre en œuvre intégralement les compétences de ces administrations autonomes des minorités et de fournir les subventions budgétaires garanties par la loi sur les conseils nationaux des minorités; prend acte des plaintes quant aux irrégularités dans le processus de préparation et aux conditions légales nécessaires à la mise en place des conseils, ainsi que des plaintes relatives à la violation par certains ministères et certaines municipalités des compétences garanties des conseils nationaux, et invite les autorités à y répondre; exprime son inquiétude concernant la constitution du conseil national bosniaque et demande à ce que ce processus soit rapidement mené à bien dans le respect des dispositions légales, permettant ainsi une représentation légitime des Bosniaques au sein du conseil; s'inquiète des tensions de plus en plus vives au Sandjak, ce dont témoignent notamment les violents accrochages, et demande instamment que les différends politiques soient résolus au travers du dialogue, dans le cadre des institutions démocratiques;

At the same time, discussions have already begun with the Assembly of First Nations, the Native Women's Association of Canada, the National Association of Friendship Centres, the Congress of Aboriginal Peoples and the Métis National Council about how the exploratory process would unfold.

One of the heartening things about the Kelowna meetings was that the Congress of Aboriginal Peoples, which represents off reserve aboriginal peoples, and the Métis National Council were represented at the table and were given equal status to first nations and Inuit people.
