With regard to the creation of a national weapons enforcement support team, NWEST: (a) will NWEST only support local law enforcement in anti-trafficking and anti-smuggling efforts, or will there be occasions where NWEST will act as the lead law enforcement unit while enforcing firearms related laws; (b) what will be the projected cost for the setting up and enactment of NWEST; (c) why was this funding not given to the RCMP so that our national police force could form a special unit similar to NWEST; (d) will the commencement of NWEST's operations result in the diminishment of Canada's existing law enforcement community; (e) have the new members of NWEST been sent to the United States to be trained for the NWEST by the U.S. Bureau of Alcohol, Tobacco and Firearms, BATF, and if so; (i) how many people were sent for training; (ii) what are the backgrounds of the people who were trained; and (iii) what was the cost involved for the training and the travel?

Our work is guided by the national agenda to combat organized crime, which was developed and approved by federal, provincial and territorial ministers responsible for justice as well as law enforcement partners responsible for justice through the FPT National Coordinating Committee on Organized Crime, which is a body composed of federal, provincial and territorial government officials, prosecutors and representatives from the law enforcement communities, work to develop unified strategies and policies to address key priorities in combating organized crime.

The exercise of the Agency’s tasks should reinforce, but not interfere with, the competences, nor should it pre-empt, impede or overlap with the relevant powers and tasks, of the national regulatory authorities as set out in the Directives relating to electronic communications networks and services, as well as those of the Body of European Regulators for Electronic Communications (BEREC) established by Regulation (EC) No 1211/2009 (11) and the Communications Committee referred to in Directive 2002/21/EC, of the European standardisation bodies, the national standardisation bodies and the Standing Committee as set out in Directive 98/34/EC (12) and the independent supervisory authorities of the Member States as set out in Directive 95/46/EC.

2. Taking into account the cross-border nature of MSS, coordination with the assistance of the Communications Committee shall aim in particular at facilitating a common understanding of the facts underlying any alleged breach and its gravity, leading to consistent application of national enforcement rules across the European Union, including coordinated timing of any measures taken, in particular where breaches are similar in nature.

In the production and dissemination of Community statistics under this Regulation, the national and Community statistical authorities should take account of the principles set out in the European Statistics Code of Practice, which was adopted by the Statistical Programme Committee on 24 February 2005 and appended to the Recommendation of the Commission of 25 May 2005 on the independence, integrity and accountability of the national and Community statistical authorities.

In the light of the discussions, the President summarized the conclusions as follows: "The Council recognized that greater coordination between national and Community RTD policies could be achieved in pursuit of the objectives laid down by the Treaty, in particular the desirability of Community added value, taking account of the desirability of promoting stimulating competition between the Member States: - with regard to determining RTD policies, such coordination could be based on better use of the existing structures, namely the specific programme committees (whose duties could be extended to include exchanging information on national RTD policies) and the reformed CREST, one of whose main tasks would be to contribute to the coordination of the RTD activities of the Community and the Member States; - with regard to the carrying out of research activities, the role of the programme committees continued to be important in improving cross-programme coordination.
