TRADUCTIONS EN CONTEXTE

21. Underlines the importance of National Minority Councils in their role of promoting the rights of national minorities and their democratic nature, and also encourages the appropriate and verifiable financing of them; welcomes Serbia’s commitment in drafting a dedicated Action Plan for National Minorities, which will further improve the implementation and development of practices and the legal framework on national minorities; reiterates its call on Serbia to ensure that the level of acquired rights and competences is retained in the process of their legal alignment with the decision of the Constitutional Court of Serbia, and urges the adoption of the Law on National Minority Councils as soon as possible for the clarification of their legal status and the certainty of their jurisdiction; expresses serious concern about the interruption of transmission of programmes in minority languages following the announced privatisation of the media; calls on Serbia to step up its efforts with regard to the effective and consistent implementation of legislation on protection of minorities and the non-discriminatory treatment of national minorities throughout Serbia, including in relation to education, especially regarding the timely funding and translation of minority native language textbooks, use of minority languages, representation in public administration and representative bodies at local, regional and national levels and access to media and religious services in minority languages; invites the Serbian Government to implement all international treaties and bilateral agreements concerning minority rights;
21. insiste sur l'importance que revêtent les conseils nationaux des minorités pour la promotion des droits des minorités nationales et de leur caractère démocratique et encourage également leur financement approprié et vérifiable; salue les efforts déployés par la Serbie pour rédiger un plan d'action dédié aux minorités nationales, qui permettra d'améliorer l'élaboration et la mise en œuvre de pratiques et d'un cadre juridique propres aux minorités nationales; invite une nouvelle fois la Serbie à veiller à préserver le niveau des compétences et droits acquis lors de leur mise en conformité avec la décision de la Cour constitutionnelle serbe et recommande instamment que la loi sur les conseils nationaux des minorités soit adoptée aussitôt que possible afin de préciser leur statut juridique et d'asseoir leur juridiction; exprime sa vive inquiétude face à l'interruption de la diffusion d'émissions dans les langues des minorités à la suite de la privatisation annoncée des médias; invite la Serbie à redoubler d'efforts pour assurer la mise en œuvre cohérente et efficace de la législation sur la protection des minorités et le traitement non discriminatoire des minorités nationales dans l'ensemble du pays, en particulier dans le domaine de l'enseignement, notamment au regard du financement et de la traduction de manuels scolaires rédigés dans des langues minoritaires, de l'utilisation des langues minoritaires, de la représentation au sein de l'administration publique et des organes représentatifs aux niveaux local, régional et national et de l'accès à des médias et à des offices religieux dans les langues minoritaires; invite le gouvernement serbe à appliquer tous les traités internationaux relatifs aux droits des minorités;

28. Welcomes the elections to the National Minority Councils of 26 October 2014; underlines the importance of National Minority Councils in their role of implementation of rights of national minorities, and calls on Serbia to ensure that the level of acquired rights and competences is retained in the process of their legal alignment with the decision of the Constitutional Court of Serbia, as well as for their adequate and ascertainable financing; calls on Serbia to ensure consistent implementation across the country of legislation on protection of minorities, including in relation to education, use of languages, and access to the media and religious services in minority languages, and adequate representation of national minorities in public administration, local and regional bodies, as well as in the national parliament; encourages Serbia’s commitment in drafting a specific action plan on the position of national minorities in the framework of the Action Plan for Chapter 23; encourages the Serbian authorities to take further measures to improve the situation of the Roma, particularly when it comes to education, housing and employment; urges the government to increase awareness of civil rights among the Roma population and also to offer equal safety protection for the Roma; stresses the importance of encouraging the Roma to take part in public life; calls on the Serbian authorities to improve the planning, coordination and monitoring of implementation of Roma inclusion policies and actions at national and local level;
28. accueille favorablement l'élection des conseils nationaux des minorités du 26 octobre 2014; insiste sur l'importance que revêtent les conseils nationaux des minorités pour l'application des droits individuels et collectifs des minorités nationales et invite la Serbie à veiller à préserver le niveau des compétences et droits acquis lors de leur mise en conformité avec la décision de la Cour constitutionnelle serbe, tout en leur assurant un financement suffisant et vérifiable; invite la Serbie à assurer une mise en œuvre cohérente, dans l'ensemble du pays, de la législation sur la protection des minorités, notamment pour l'enseignement, l'utilisation des langues et l'accès aux médias et aux offices religieux dans les langues des minorités ainsi qu'une juste représentation des minorités nationales dans l'administration, les collectivités régionales et locales et au parlement national; encourage la Serbie à s'atteler à l'élaboration, dans le cadre du plan d'action du chapitre 23 des négociations, d'un programme d'action spécialement consacré à la situation des minorités nationales; encourage les pouvoirs publics serbes à prendre des mesures supplémentaires pour améliorer la situation des Roms, dans l'éducation, le logement et l'emploi en particulier; invite instamment le gouvernement à sensibiliser davantage la population rom aux droits civils et également à lui offrir une égale protection de sa sécurité; souligne qu'il convient d'encourager les Roms à participer à la vie publique; invite les pouvoirs publics serbes à améliorer l'organisation, la coordination et le suivi des politiques et mesures d'insertion des Roms aux niveaux national et local;

5. A regulation of the European Parliament and of the Council on the basis of Article 173(3) TFEU and Article 182(1) TFEU, the subject matter of which is to change the regulation relating to the ‘Horizon 2020' programme for the purposes of improving research on the added value that national minorities and cultural and linguistic diversity may bring to social and economic development in regions of the EU;

Un règlement du Parlement européen et du Conseil, sur le fondement de l'article 173, paragraphe 3, du TFUE et de l'article 182, paragraphe 1, du TFUE, ayant pour objet de modifier le règlement relatif au programme «Horizon 2020» aux fins d'améliorer la recherche sur la valeur ajoutée que les minorités nationales et la diversité culturelle et linguistique peuvent apporter dans le développement social et économique dans les régions de l'Union.

The elections to the National Minority Councils in 2014 will provide a good opportunity for Serbia to reaffirm its commitment to the protection of minorities.
Les élections aux conseils nationaux des minorités de 2014 constitueront pour la Serbie une bonne occasion de réaffirmer son attachement à la protection des minorités.

28. Welcomes the functioning of the democratically elected national minority councils, which represent national minorities in the fields of education, culture, media and official language use; notes, however, the importance of the full implementation of the competencies of these minority self-governing bodies and the necessity of adequate budgetary subsidies guaranteed by the Law on National Minority Councils; notes with concern the complaints about the irregularities in the preparation process and the legal requirements for the establishment of the councils, as well as the complaints about the violation of the guaranteed competencies of national councils by some ministries and local municipalities, and calls on the authorities to respond to them; welcomes those decisions of the Serbian Administrative Court which have upheld the cases brought by the National Council of the Hungarian National Minority arising from the violation of the competencies of the National Council by local authorities;
28. se félicite du fonctionnement des conseils nationaux des minorités démocratiquement élus, chargés de représenter les minorités nationales dans les domaines de l'éducation, de la culture, des médias et de l'utilisation des langues officielles; fait observer qu'il importe de mettre en œuvre intégralement les compétences de ces administrations autonomes des minorités et de fournir les subventions budgétaires garanties par la loi sur les conseils nationaux des minorités; prend acte avec inquiétude des plaintes quant aux irrégularités dans le processus de préparation et aux conditions légales nécessaires à la mise en place des conseils, ainsi que des plaintes relatives à la violation par certains ministères et certaines municipalités des compétences garanties des conseils nationaux, et invite les autorités à y répondre; se félicite des décisions du Tribunal administratif serbe qui ont soutenu les procès intentés par le Conseil national de la minorité nationale hongroise, à la suite de la violation par les autorités locales des compétences du Conseil national;

Member States should give effect to this Directive without discrimination on the basis of sex, race, colour, ethnic or social origin, genetic characteristics, language, religion or beliefs, political or other opinions, membership of a national minority, fortune, birth, disability, age or sexual orientation in accordance, in particular, with Council Directive 2000/43/EC and Council Directive 2000/78/EC

Elections for the 19 National Minority Councils were held in June 2010 and were on the whole well organised.
