17b) The Commission will enhance the contribution of trade policy to conserving biodiversity and address potential negative impacts by systematically including it as part of trade negotiations and dialogues with third countries, by identifying and evaluating potential impacts on biodiversity resulting from the liberalisation of trade and investment through ex-ante Trade Sustainability Impact Assessments and ex-post evaluations, and seek to include in all new trade agreements a chapter on sustainable development providing for substantial environmental provisions of importance in the trade context including on biodiversity goals.

Notes that the EU is preparing the negotiations for a comprehensive new Enhanced Agreement with Ukraine in 2007, as a successor to the Partnership and Cooperation Agreement, stresses that the new Agreement should include provisions on common values, enhanced cooperation on justice, freedom and security, extensive specifications on energy and cooperation in a broad ranges of areas such as transport and environment; believes that the negotiations should lead to the conclusion of an Associated Agreement that would allow Ukraine to use its mechanism for further deepening of integration with the EU;

stress the importance of a sustainable energy strategy for Ukraine; point out that, following the experience of the nuclear catastrophe of Chernobyl, and facing the problems of growing import dependence and the challenge of climate change, Ukraine has to make major efforts in respect of energy saving, energy efficiency and renewable energy; point out that Ukraine is one of the most energy-inefficient countries in the world and that achieving average efficiency standards would allow the country to satisfy its internal energy demand; call for technical cooperation in this sphere between the EU and Ukraine, and for such cooperation to be included in the new enhanced agreement;

EU-Russia relations have developed into a wide-ranging Strategic Partnership (that will be reflected in the new EU-Russia Framework Agreement, on which negotiations are foreseen to start shortly); the Stabilisation and Association Process offers possible EU membership to the countries of South East Europe; the adoption and strengthening of the European Neighbourhood Policy[1], the negotiation of a new Enhanced Agreement with Ukraine that will acknowledge the Ukrainian wish to deepen its relationship with the EU, the EU-Central Asia Political Dialogue, and the recent Commission Communication on Black Sea Synergy[2], all provide new opportunities for closer cooperation between the Union and the countries of the UNECE region.
Les relations entre l'UE et la Russie ont évolué vers un large partenariat stratégique (qui sera pris en compte dans le nouvel accord-cadre entre la Russie et l'UE, sur lequel des négociations devraient s'engager prochainement). In this context, the EDPS welcomes the new draft agreement recently reached between Europol and Eurojust (49), which aims at improving and enhancing mutual cooperation between the two bodies and providing for efficient exchange of information between them.
