The new macro-regional strategy should help tourism stakeholders tackle internal and external challenges such as increasing competition from other destinations, as well as seasonal fluctuations and penetrate new markets which the tourism industry has ignored until now such as tourists with disabilities and elderly tourists.
La nouvelle stratégie macrorégionale devrait aider les acteurs du secteur touristique à relever les défis internes et externes tels que la concurrence croissante d'autres destinations et les fluctuations saisonnières et à s'implanter sur de nouveaux marchés que le secteur du tourisme a jusqu'à présent ignorés, notamment ceux des touristes handicapés et des touristes plus âgés.

In its report[6] on the added value of macro-regional strategies, the Commission recommended that new macro-regional strategies concentrate on a limited number of well-defined objectives, matching particular needs for improved and high-level cooperation.
Dans son rapport [6] sur la valeur ajoutée des stratégies macrorégionales, la Commission a recommandé que les nouvelles stratégies macrorégionales soient axées sur un nombre limité d’objectifs bien définis, correspondant à des besoins particuliers d’intensification de la coopération à haut niveau.

Following the decision of the European Council on 14 December 2012 (8) to establish a new macro-regional strategy for the Adriatic and Ionian Seas before the end of 2014 and, in order to respect the mandate received, the Commission services would start drawing up a communication and an action plan, which should be approved by the end of the Italian Presidency.
Faisant suite à la décision du Conseil européen du 14 décembre 2012 (8) d'établir une nouvelle stratégie macrorégionale pour la région de l'Adriatique et de la mer Ionienne avant la fin 2014, et afin d'honorer le mandat reçu, il convient que les services de la Commission commencent à élaborer une communication et un plan d'action qui devront être approuvés avant la fin de la présidence italienne.

Considers it important, especially after the events of the Arab Spring, that the new macro-region should contribute to the definition of a new strategy with third countries for the proper management of immigration flows, with due regard for the mutual benefits of increased mobility, based on combating poverty and fostering employment and fair trade, and thereby contributing to stability in the macro-region;
29. estime qu'il est important, en particulier après les évènements du printemps arabe, que la nouvelle macro-région contribue à la définition avec les pays tiers d'une nouvelle stratégie en ce qui concerne la bonne gestion des flux migratoires, en tenant dûment compte des avantages mutuels d'une mobilité accrue, fondée sur une stratégie de lutte contre la pauvreté et de promotion de l'emploi et du commerce équitable mise en place de concert avec les pays tiers, qui contribuera à la stabilité de la macro-région;

In addition, the Commission will continue its work on identifying the value-added of this new macro-regional approach, which could be based on an external evaluation of the Strategy's impact.

17. Stresses the fact that the new ’macro-regional’ framework of cooperation has a strong ’top-down’ approach, with the Member States having a decisive role in its development, and creates a new level of governance; in the framework of this new model of cooperation it has to be ensured that the natural handicaps of the peripheral regions are converted into assets and opportunities, and that the development of these regions is stimulated’;
17. insiste sur le fait que le nouveau cadre de coopération ’macrorégional’ répond à une approche fortement ’descendante’, les États membres jouant un rôle décisif dans son développement, et met en place un nouveau niveau de gouvernance; affirme que, dans le cadre de ce nouveau modèle de coopération, il convient de veiller à ce que les handicaps naturels des régions périphériques deviennent des atouts et ouvrent des possibilités, et de favoriser le développement de ces régions;
