In the Presidency Conclusions of the Barcelona Council (15-16 March 2002), the European Union expressed its concern with regard to information received on the potential stoning of a woman in Nigeria and urged the Nigerian authorities to fully respect human rights and human dignity, with particular reference to women.

I. whereas in response to Boko Haram’s violence the Nigerian police and military have seized and carried out extrajudicial executions of numerous suspected members of the group, in particular by seizing young men from northern villages; whereas many of those detained have been held incommunicado without charge or trial, in some cases in inhuman conditions, and whereas some have been physically abused, while others have disappeared or died in detention; whereas the Nigerian Government and army officers have provided unreliable estimates of civilian casualties and damage to homes; whereas Human Rights Watch, Freedom House and other human rights organisations have described the response of the Nigerian forces in recent months as increasingly brutal and indiscriminate, leaving civilians to bear the brunt of the violence between the two groups in disproportionate fashion;

E. whereas, at a joint public hearing that took place before the Women's Affairs, Human Rights and Justice Committees of the House of Representatives on 14 February 2007, a large group of civil society organisations expressed their concern at the human rights implications of the bill and its unconstitutionality, the UNAIDS representative in Nigeria highlighted the negative impact of the bill on HIV/AIDS prevention, and the Nigerian Human Rights Commission expressed similar concerns, raising doubts about the need for such legislation,

It is just as wrong to execute Saddam Hussein and Timothy McVeigh, the Oklahoma Bomber, as Ken Sara-Wiwo, the Nigerian human rights activist, or the hundreds of victims of Saddam Hussein’s brutal, totalitarian regime.

Calls on the newly elected state authorities of Nigeria to ensure that existing legislation in their various States complies with the Nigerian Constitution and with international human rights law, ratified by the Nigerian government; urges, in particular, the northern States who have introduced the Sharia Penal Legislation to discontinue the practice of the mandatory use of the death penalty and other inhuman punishments such as amputations and stoning, and to cease the endorsement of 'vigilante' groups;

It urges the Nigerian authorities to fully respect human rights and human dignity with particular reference to women.

The EU also appeals to the Nigerian authorities to treat the alleged coup plotters in a way which fully respects their human rights.
