The interpretation of Article 7(4) of the Directive, one provision of which prohibits the hunting of migratory species during their return to their rearing grounds, has given rise to disputes, which have been settled in part by several Court of Justice decisions. 3. In order to help clarify the complex concepts used in the Directive and to settle the disputes that still arise as to their interpretation as requested by the European Parliament, the Commission proposes to add to the Directive an annex setting out the criteria Member States must apply in fixing the end of the hunting season for migratory species.
