(10) Together with the Member States, the Commission will identify key challenges for non-profit sport organisations and the main characteristics of services provided by these organisations (11) The Commission will support grassroots sport through the Europe for Citizens programme (12) The Commission will furthermore propose to encourage young people's volunteering in sport through the Youth in Action programme in fields such as youth exchanges and voluntary service for sporting events (13) The Commission will further develop exchange of information and best practice on volunteering in sport involving Member States, sport organisations and local authorities (14) In order to understand better the specific demands and needs of the voluntary sport sector in national and European policy making, the Commission will launch a European study on volunteering in sport.

Consultations with the Member States revealed a high level of consensus that the following topics should be priorities in the EU agenda for sport: health-enhancing physical activity; the fight against doping; education and training; voluntary activity and non-profit sport organisations; social inclusion in and through sport, including sport for people with disabilities and gender equality in sport; sustainable financing of grassroots sport; and good governance.

The Group recommended in particular a) the need for progress regarding guidance on the application of EU State Aid law to sport, b) the importance of guidance on the VAT regime applicable to the non-profit sport sector, c) the worth of using the EU structural funds to support sport, and d) considering the long-term sustainability of sport’s finances, the need to implement reform measures to ensure the protection of sports’ commercial property rights and to encourage a return to grassroots sports.

– (EL) Mr President, the decisions made by the summit signal an escalation in the anti-grassroots policy of the European Union and the bourgeois governments and harsh measures against the working class and grassroots sections of society in order to strengthen the profitability and position of European monopolies, both within the framework of the single internal market and in international imperialist competition.
