Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

(Le document est déposé) Question n 864 Mme Kirsty Duncan: En ce qui concerne la santé mentale et le suicide dans les Forces canadiennes (FC), tant dans la Force régulière, la Réserve que chez les anciens combattants, y compris les anciens membres de la Gendarmerie royale du Canada (GRC): a) que nous apprennent l’histoire et la recherche faite après les Première et Deuxième Guerres mondiales d'une part sur le pourcentage de nos anciens combattants qui ont souffert à un degré ou à un autre du syndrome de stress post-traumatique (SSPT) et d'autre part sur l’influence que le syndrome a pu avoir sur leur aptitude (i) à garder un emploi, (ii) à entretenir des relations humaines, (iii) à se libérer de la dépendance aux toxicomanies, (iv) à garder la volonté de vivre; b) comment comptabilise-t-on les suicides dans chacun des groupes précités, soit la Force régulière et la Réserve des FC et les anciens combattants, y compris ceux de la GRC, (i) la façon de faire a-t-elle changé avec le temps (depuis l’an 2000) dans l'un ou l’autre de ces groupes, par exemple en appelant différemment la cause du décès (suicide par opposition à mort subite) et, si c'est le cas, comment, pourquoi et quand, (ii) comment comptabilise-t-on le suicide des anciens combattants qui ne sont pas connus d’Anciens Combattants Canada (ACC) et qui peuvent recevoir d’autres types de soins (par ex., dans des hôpitaux, des refuges pour sans-abri ou des pénitenciers, etc.); c) quelles lacunes la comptabilisation des suicides dans chacun des groupes précités présente-t-elle et, pour chacune d’elles, (i) quelles mesures correctives prévoit-on prendre (y compris les dates prévues de commencement et de fin de chaque mesure et le financement nécessaire), (ii) pendant combien de temps prévoit-on les prendre (y compris la date prévue de fin et le financement nécessaire), (iii) quelles mesures correctives a-t-on cessé de prendre; d) comment enquête-t-on de nos jours sur les suicides dans chacun des groupes précités ...

Stéphane Dion: With regard to the Joint Strike Fighter (JSF) program, since the beginning of Canada's participation: (a) what are the criteria (operational requirements, contractual conditions, etc) on which the government is selecting the F-35s as a replacement for the CF-18s; (b) when and by whom were those criteria determined; (c) what are the relevant studies which were conducted prior to determining those criteria, specifying the (i) dates, (ii) names of the studies, (iii) names of individuals requesting the studies, (iv) authors of the studies, (v) names of the individuals presented with the results; (d) before those criteria were determined, on the basis of what information did the government evaluate that the F-35 could satisfy Canada's needs; (e) since the beginning of Canada's participation in the JSF program, what were all the studies conducted that evaluated different fighter planes in relation to Canada's needs, specifying the (i) dates, (ii) names of the studies, (iii) names of individuals requesting the studies, (iv) authors of the studies, (v) studies which were used to evaluate the planes, (vi) names of the individuals who determined those criteria, (vii) planes which were considered in the study, (viii) names of the individuals presented with the results; (f) what is the operational availability of a fleet of 65 fighter jets; (g) what effect will a reduction in Canada's fleet of fighter jets have on operational capability, on Canada's ability to play its role within the North American Aerospace Defence Command (NORAD) and on the distribution of fighter jets across Canada's military bases; (h) how did the government determine that Canadian Forces needed 65 planes; (i) what is the formula used to determine the number of planes Canada should buy and who is the author of that formula; (j) for each of the variables in that formula, how was the value of that variable determined, specifying by whom, based on ...

7. The depositary shall in general ensure that the AIF’s cash flows are properly monitored, and shall in particular ensure that all payments made by or on behalf of investors upon the subscription of units or shares of an AIF have been received and that all cash of the AIF has been booked in cash accounts opened in the name of the AIF or in the name of the AIFM acting on behalf of the AIF or in the name of the depositary acting on behalf of the AIF at an entity referred to in points (a), (b) and (c) of Article 18(1) of Directive 2006/73/EC, or another entity of the same nature, in the relevant market where cash accounts are required provided that such entity is subject to effective prudential regulation and supervision which have the same effect as Union law and are effectively enforced and in accordance with the principles set out in Article 16 of Directive 2006/73/EC.
