Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Notes that energy reporting obligations as part of a framework are essential to evaluate the progress and implementation of existing energy efficiency legislation; regrets, however, the excessive energy reporting obligations imposed, also by gold-plating by Member States, on businesses, energy producers, consumers and public authorities, which limit the potential for growth and innovation; stresses that reporting duties should wherever possible be simplified in order to reduce administrative burdens and costs; criticises the fact that data obtained in reporting are often not comparable across the EU due to different breakdowns, methodologies and standards; calls on the Commission to reduce, including through digital solutions, the administrative burden related to reporting obligations and to establish more guidelines on data comparability for better data evaluation; calls for aligning energy demand projections in line with cost-effective saving potential in key sectors, and believes that cutting red tape will speed up the implementation of energy efficiency measures; notes that applying the ‘energy efficiency first’ principle requires reviewing energy planning and reporting and improving policy coherence in order to ensure their mutual reinforcement, recognising that saving energy is Europe’s first and most secure source of energy; notes that energy efficiency can be the best energy ‘source’ investment, improving affordability of energy, driving down the need for additional and costly supply-side infrastructure and helping tackle climate change.

Points out that the Energy Efficiency Directive not only supports energy efficiency but also contains energy-saving elements through the binding energy-saving obligation per year in article 7; stresses the importance of a 2030 energy efficiency target in line with the climate targets agreed at COP 21 in order to achieve our climate goals and reduce our dependency on third countries; notes that buildings account for 40 % of energy use in the EU and that 50 % of this is used for heating and cooling purposes; stresses that improved energy efficiency in buildings is therefore of paramount importance in terms of reducing CO emissions, improving energy security, reducing energy poverty and boosting our economy; urges the Member States to initiate major investments in order to improve energy efficiency drawing on EU funding, since this would not only lead to lower energy bills but would also create large numbers of jobs and help reach the reindustrialisation goals.

Notes that, in adopting measures to counter UTPs within the food supply chain, due account must be taken of the specific features of each market and the legal requirements that apply to it, the different situations and approaches in individual Member States, the degree of consolidation or fragmentation of individual markets, and other significant factors, while also capitalising on measures already taken in some Member States that are proving to be effective; takes the view that any proposed regulatory efforts in this area should ensure that there is relatively broad discretion to tailor the measures to be taken to the specific features of each market, in order to avoid adopting a ‘one-size-fits-all’ approach, and should be based on the general principle of improving enforcement by involving the relevant public bodies alongside the concept of private enforcement, thus also contributing to improving the fragmented and low level of cooperation that exists within different national enforcement bodies and to addressing cross-border challenges regarding UTPs.

Recognises women as important agents for change in Serbian society; notes the improvement in women’s representation in the Serbian Parliament following the 2012 elections; welcomes the fact that 84 out of 250 parliamentary seats went to women; however, encourages the Serbian authorities to make further efforts to guarantee equal representation; stresses that women still face discrimination on the labour market and in other sectors of society, and that they are not yet fully represented in the political life of the country, including governmental positions; is concerned that although both legislation and implementation bodies are in place as regards both anti-discrimination and gender equality, no progress could be reported on equality of opportunity between women and men; notes that effective implementation of the existing legislation and further strengthening of administrative capacity remain major challenges, and urges the Serbian authorities to step up their efforts to this end;
