The moratorium introduced in the North Atlantic twelve years ago has not, I regret to say, had the expected effect. The cessation of fishing has had no effect upon the state of cod stocks off Newfoundland and Nova Scotia and in the Gulf of Saint Lawrence. Forty thousand jobs have been destroyed but, for all that, there has been no restocking.
Le moratoire instauré dans l'Atlantique Nord depuis douze ans n'a pas produit, malheureusement, les effets escomptés : l'arrêt de la pêche n'a pas eu d'influence sur l'état des stocks de cabillaud au large de Terre-Neuve, de la Nouvelle-Écosse et du Golfe du Saint-Laurent ; quarante mille emplois ont été détruits sans qu'il y ait pour autant reconstitution des stocks.
