The Commission text does not - even in the Explanatory Memorandum - refer to, or take account of, the experience acquired by the Committee on Petitions and its contribution to examining relevant cases. The Committee on Petitions, which receives a significant number of petitions relating to recognition of qualifications (amounting to 4 to 5 % of the total number of petitions in recent years), has been in a position to establish borderline cases of horizontal directives failing to be transposed, or being transposed in an incomplete or imprecise way, into national law (with certain professions being subject, and certain professions not being subject, to the provisions), for which penalties have been imposed by the European Court of Justice.

I therefore believe it is important to use the reform of the Conventions on Drugs to: 1 – look into decriminalising the consumption of some drugs and legalising them; 2 – move towards drawing up rational prevention policies based on scientific knowledge of each drug and not on the emotional and radical approach which, by treating all drugs in the same way, ultimately removes credibility from preventive action; 3 – boost the development of a damage reduction policy that takes account of the positive results achieved in the pilot experiments run in Berne and Liverpool, which involved administering, under medical control, opiates to patients with a long history of failed treatment. These results include a fall in the crime rate, in the number of overdoses and in the number of cases of HIV, tuberculosis and hepatitis B and C transmitted.

5. In the matter of the arrangements applied to rights of way and number assignment, the objectives of Parliament's Amendments 8 and 21 should be adhered to more closely. On that basis, numbers and rights of way that affect public property should be assigned without charge or at a fee not exceeding administrative costs actually incurred.

I think that we must tell our American colleagues quite clearly that the way to increase global security is to combat poverty and combat instability in poor countries. We must not build new barriers between the rich and the poor. The creation of a missile defence shield will only lead to an increase in the number of missiles. This would go against all the efforts made since the ABM Treaty to reduce the number of missiles in the world.
Je crois que nous devons dire clairement à nos amis américains que pour qu’il y ait davantage de sécurité dans le monde, il faut lutter contre la pauvreté, contre l’instabilité dans les pays pauvres et ne pas construire de nouveaux murs entre riches et pauvres ; et la seule chose que l'on fait, évidemment, lorsque l’on crée des boucliers antimissile, c’est avoir plus de missiles, autrement dit, aller à l’encontre de tous les efforts consentis depuis le traité ABM de réduction de l’armement de missiles dans le monde.
