Denounces the situation of Palestinian prisoners in Israeli prisons; calls on the State of Israel to put an immediate end to the practice of mass imprisonment, which increased again in 2015, with over 6 000 people imprisoned, many of whom are minors; equally condemns the extra-judiciary executions, administrative detentions, transfer of prisoners outside the occupied territories (thereby depriving them of family visits), mistreatment, torture and forced feeding of prisoners and denial of appropriate and timely medical treatment, all of which constitute flagrant breaches of international law; reiterates its condemnation of all forms of torture and mistreatment; calls on Israel to provide immediate guarantees of compliance with the United Nations Convention against Torture, to which it is party; condemns the detention and mistreatment of children and calls for the immediate release of women and children who are being held in prison; condemns the manner in which children are treated by Israeli courts; also calls for the immediate release of jailed Palestinian parliamentarians, in particular Khalida Jarrar and Marouane Barghouti;

J. whereas the EU has been encountering a variety of problems when enforcing the rules of origin with regard to products originating in settlements in occupied territories; whereas in its Declaration for the Fourth Meeting of the EU-Israel Association Council in 2003 the EU stressed ‘the importance of solving the bilateral issue of rules of origin before the origin protocol is amended’ so that Pan-Euromed cumulation of origin could be applied; whereas, in the absence of such a solution, the Commission has sought to address these problems by concluding a legally non-binding bilateral technical arrangement with Israel pursuant to which Israel includes on each proof-of-origin document the postal codes of the places in which the products it covers have been produced, thereby enabling EU customs authorities immediately to impose non-preferential duties on products produced in Israeli settlements;

Turkey, which has applied for accession to the EU while, at the same time, occupying territory in the Republic of Cyprus, an EU Member State, is organising the usurpation of properties belonging to European citizens, thereby infringing international law and human rights, together with EU principles and values.

The summit meeting of the Arab League unanimously adopted and officially informed the Security Council of the United Nations that we thereby decided to recognize the state of Israel, normalize relations with it, and consider the Arab-Israeli conflict as having ended, provided that Israel honoured its commitment under resolution 242 and withdrew from the territories occupied in 1967, negotiated the question of refugees, and recognized the state of Palestine, in accordance with what Mr. Bush has said.

It is not the Israeli occupation that has been the root cause of the conflict; rather, it is the rejection of Israel, even at the price of rejecting thereby a Palestinian state, that led to the initial occupation in 1967 and still sustains the less than 5% of the territory yet occupied by Israel as a result of the six-day war.
Ce n'est pas l'occupation israélienne qui est à l'origine du conflit.
