Whereas for 1998 the supply requirements of the department of Réunion are assessed at 8 000 tonnes in the case of vegetable oils (other than olive oil); whereas the information supplied by the French authorities indicates that this quantity will be insufficient to cover the requirements of Réunion's processing industry; whereas it should therefore be increased to 9 200 tonnes; whereas the Annex to Regulation (EC) No 28/97 should therefore be amended;

Whereas Articles 22 and 24 of Council Regulation No 136/66/EEC of 22 September 1966 on the establishment of a common organization of the market in oils and fats (3), as last amended by Regulation (EEC) No 590/79 (4), provide for an intervention system for oil seeds based on a basic intervention price and derived intervention prices, the purpose of which is to ensure in particular the fluidity of the market ; whereas it appears, however, that this system is no longer required for that purpose ; whereas, moreover, there is a risk that intervention prices may be fixed at levels which do not correspond to the actual market situation and may, therefore, run counter to the purpose in view ; whereas, therefore, the system of derived intervention prices for oil seeds should be abolished and replaced by an intervention system with a single price level throughout the Community;

Whereas Regulation No 143/67/EEC has been amended by Regulation (EEC) No 2077/71 in order to extend its scope to refined olive oil ; whereas, therefore, it is appropriate, with the same end in view, to adjust Commission Regulation No 283/67/EEC (6) of 11 July 1967 on detailed rules for the application of the compensatory amount applicable to imports of certain vegetable oils;
