Regarding commitments outstanding, the amount of which at the end of 2000 is increasing, the Council notes the efforts of the Commission, which undertook a thorough review of "old" and "sleeping" commitments, and at the end of 1999 drew up an action plan to reduce the overhang of RAL; it hopes that these appropriations will therefore be decommitted as part of the Commission's actions and in accordance with the current regulations.

Has decided to increase the payment appropriations in heading 2 to better reflect Member States' forecasts and to take account of the level of old outstanding commitments, payments for the current year, enlargement-related requirements and the outstanding commitments situation concerning the previous period; invites the Commission to present a fresh estimate of what is needed for 2004, including for completion of 1994-1999 payments ; invites the Commission also to examine the extent to which 1994-1999 commitments are still valid; urges that new control tools be developed and used without delay to carry out effective monitoring and reporting, particularly on the decommitment of payments, on a quarterly basis, and thus enhance implementation of structural operations: improvement and harmonisation of Member State payment forecasting methods, readiness and early-warning indicators and performance indicators; calls furthermore on the Commission to draw up an amending budget should the amounts earmarked prove insufficient to enable the budget to be implemented properly and, in particular, to enable outstanding commitments to be cleared;

Insists that the volume of payment appropriations for the financial year 2004 should, among other things, be assessed on the basis of Member State forecasts, taking into consideration the level of old outstanding commitments, payments for the current year and enlargement-related requirements and the outstanding commitments situation concerning the previous period;

Therefore considers that on the basis of reasonable estimates - e.g. a 30% reduction in old outstanding commitments (€ 27.48 bn), a payment level representing 20% of commitment appropriations for the current financial year for EU-15 (€ 6.86 bn) plus € 1.76 bn for enlargement - total payment appropriations would already amount to € 36.10 bn, or € 5.4 bn more than the Commission has earmarked in the 2004 PDB; retains the option, therefore, of amending the relevant proposals during the current budgetary procedure;
