On 3 March 2015, the United Nations Security Council adopted Resolution (UNSCR) 2206 (2015), in view of its grave alarm and concern regarding the conflict between the Government of the Republic of South Sudan and opposition forces since December 2013, its concern over the resulting great human suffering and its strong condemnation of past and ongoing human rights violations and abuses and violations of international humanitarian law, as well as over the large-scale displacement of persons and the deepening humanitarian crisis.
Le 3 mars 2015, profondément alarmé et préoccupé par le conflit entre le gouvernement de la République du Soudan du Sud et les forces de l'opposition qui dure depuis décembre 2013, préoccupé par les grandes souffrances humaines qui en ont découlé, condamnant fermement les atteintes et violations des droits de l'homme et les violations du droit international humanitaire qui ont été et qui continuent d'être commises et s'inquiétant des déplacements massifs de populations et de l'aggravation de la crise humanitaire, le Conseil de sécurité des Nations unies (CSNU) a adopté la résolution 2206 (2015).

Notes the importance of both Turkey's and the EU's commitment to Turkey's accession process for the ongoing human rights reforms in Turkey; regards as a positive step towards freedom of speech in Turkey the decision of the government to permit the broadcasting of Kurdish television; regrets, however, the fact that the use of the Kurdish language is still banned in parliament and in political campaigning; reiterates that further legislative reforms are needed in order to ensure respect for and protection of minorities and full freedom of expression, in law and in practice, in line with the ECHR and the case-law of the European Court of Human Rights; notes with concern that no progress has been made as regards ratification of human rights instruments, in particular the OPCAT, the UN Convention on the Rights of Persons with Disabilities and Additional Protocol Nos 4, 7 and 12 to the ECHR;

Emphasises the importance of the judiciary bodies in the Member States, which play a primary role in ensuring compliance and the enforcement of fundamental rights, and therefore urges supporting easy access to the courts and proceedings with a reasonable time limit as a means of strengthening the protection of fundamental and human rights; urges the Member States to invest effort in the ongoing training of national judges on fundamental rights and freedoms, including the new aspects in the field after the Treaty of Lisbon;

Expresses concern about the apparent rigging of the presidential poll in Kenya in December 2007 followed by the violence in that country, and calls for human rights to be guaranteed, including the right of free expression, the right of assembly and the right of association, as well as free and fair elections; is concerned at the payment of EU funding to Kenya the day after the elections in December 2007; urges that, in future, payments to governments should not be made within such a short time frame after a general election and, in particular, that such payments should not be made until after receipt of the report of the EU Election Observation Mission; notes, in the light of the peace talks, the importance of continued EU involvement in supporting ongoing efforts to achieve a functioning and stable democratic government and presidency in Kenya;

Reiterates its request to the Commission to encourage European Union Member States, and third countries with which there are ongoing negotiations for future accession, to sign up to, and ratify, all core United Nations and Council of Europe human rights conventions and the optional protocols thereto; draws the attention of European Union Member States to, in particular, the need to ratify the 1990 International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families, which none of the Member States has ratified to date (17);

Calls on the Commission and the Member States to develop a more active policy in the field of corporate social responsibility with regard to human rights, and reiterates its call to promote the comprehensive application of ILO conventions to prevent social exploitation, notably ILO Convention No.182 on the Worst Forms of Child Labour; underlines the need for an ongoing human rights impact assessment of this aspect of EU trade policy; stresses the importance of codes of conduct on human rights for business, such as the OECD guidelines for Multinational Enterprises and ILO Conventions on Labour rights;
99. demande à la Commission et aux États membres d'élaborer une politique plus active concernant la responsabilité sociale des entreprises en matière de droits de l'homme et réitère sa requête pour la promotion d'une application intégrale des conventions de l'OIT visant à empêcher l'exploitation sociale, notamment de la Convention nº 182 de l'OIT relative aux pires formes de travail des enfants; souligne la nécessité d'évaluer en permanence l'impact de cet aspect de la politique commerciale communautaire sur les droits de l'homme; souligne l'importance des codes de conduite en matière de droits de l'homme pour le commerce, tels que les principes directeurs de l'OCDE à l'intention des entreprises multinationales et les conventions de l'OIT sur les droits des travailleurs;
